The Contemporary Constitution Of Civic Rationality In The Context Of Democratic Government

With the overdrive of the post-modernist movement,many citizens of democratic countries have deviated from the original intention of this movement in the process of participating in public affairs,and are gradually changing to the extreme individualism and irrationalism.Influenced by this process,both the government departments of the traditional democratic countries and the emerging democratic government are facing unprecedented pressures and challenges.This research bases on the requirements of development of contemporary democratic government.From the perspective of republican and liberal democratic government,we aim to explore and refine the normative goals of contemporary democratic government,corroborate the research meaning and the reciprocal relations between citizen rationality and democratic government,elaborate the basic connotation of citizen's rational and internal tension,discuss the elements of rational citizens under the democratic government background,and under the tension of value and instrumentality determine its contemporary position.Eventually form a rational training direction of Contemporary Citizens for modern democratic government.Through by the method of text-centered,historical context,doctrine of induction and deduction and the ideal type of the content,this research aim to analysis above,and draw the following conclusions: First,the contemporary democratic government is such a government which is characteristic with serving,negotiating,inclusive and people-oriented.It takes public rationality as the logical premise,emphasizing that the collective decision must be subject to public review and identification.It takes the public interest as the value of the soul so that citizens should go beyond self-interest,get rid of prejudice and seek common happiness of themselves and others.It builds a good government as the actual performance,which embodies the ethical essence of democratic government;Second,it is significant for the development of democratic government to lay importance on the research of civic rationality,because only if citizens with civic rationality can people make use of the free and open public domain performing a willingness to negotiate communication rather than hostility and force,improve the political judge,decision preference expression thinking rather than emotional through reason.Especially when citizens try to gain the common goal of democratic politics,public reason,public interest and public governance from the position of government can be understood as legitimate;Third,citizen rationality is the bridge for citizens to reach a negotiated agreement.It is affected by both tools and value,and includes independent character,public good and cautious elements;Fourth,civic rationality,under the background of democratic government,should take independent communication as the logical premise,put public good of inter-subjectivity as the soul,and regard prudent behavior orientedcommunication for realistic performance.
