Study On The Optimization Of The Service Delivery About Rehabilitation

Resettlement assistance and education is a non-compulsory guidance,support,education,and management activity specifically targeted at the release of prisoners in China.It is not only an important part of strengthening and innovating social governance,but also a matter of preventing re-crime and maintaining social harmony and stability.Released prisoners are a large number of social groups.In 2008,nearly1.6 million detainees were detained across the country,of which more than 240,000 were re-offences.The high recidivism rate shows that prisoners is a group with certain risks.At the same time,the release of prisoners also faces various social exclusions from the community,enterprise,and others when returning to society,whcih cause their rights unprotected properly.They are a complex organic unity of risk and vulnerability.Therefore,this group is one of the most prominent structural tension factors in the Chinese society.It is urgently needed to arouse the attention and help them reentry society.Shanghai is the first city to use the government purchasing services and introduce social work to those who have been released from prison providing professional services in China.In 2014,the professional method of case management was introduced into the resettlement assistance service.This paper takes theresettlement work in Shanghai City Area C as the research object,using the interview method and the participatory observation method to study the status of the service delivery of resettlement assistance in Shanghai C District.From the perspective of the service composition subject and the service provision process,the present situation of the delivery assistance and teaching service delivery was analyzed.It was found that the main body of the placement assistance service involved a wide range of fields.The group of people has formed a state of multi-sectoral linkage.The process of resettlement and assistance service delivery basically follows the six steps of “Case of Access-Initial Evaluation-Planning-Execution Planning-Supervision and Evaluation-Closing and Follow-up”.The most important stage is the linking and coordination of resources for the implementation plan.At this stage,the case manager needs to link the case owner to the service,helping the case owner to obtain the necessary service or resources,making full use of resources,and promoting the improvement of resource quality.This requires case managers to have professional knowledge,communication skills,coordination skills and good personal qualities.At the same time,it is also need good institutional and policy support.After investigation,we also found that the placement assistance and education also encountered some difficulties in practice,causing certain difficulties in reentry,and the lack of optimal allocation of resources and services.This is mainly due to insufficient cooperation between the various entities provided by the service,failure to establish a linkage mechanism between multiple departments to overcome the drawbacks of the traditional service delivery system,neglecting the subjectivity of the client,and lack of understanding of the advantages of client.It does not attach importance to the right of self-determination of the client.The supply of resources is not commensurate with the actual needs.This has both the predicament of inadequate financial input,and the limited of resources and low quality.At the same time,the professional aspects of providing services have yet to be resolved.The lack of professional development of social worker teams and case managers,besides the incomplete service evaluation system.Faced with these series of difficulties,it is necessary to develop more effectiveservice delivery methods to promote the social integration of prison sentencers and improve the ability and level of social governance.The case management model is applicable to the placement of teaching and training services,but it is a service model generated by the de-corporate movement in the West.In the context of Chinese culture,applying it to the transfer of placement assistance and teaching services requires localized exploration to make it more “affinity”,so that the case management model can strengthen or develop network resources and strengthen the punishment in the context of Chinese culture.There are two basic goals for people's ability to acquire and use resources.This paper attempts to put forward optimization exploration in four aspects.First,it is to improve related policies and systems.Rehabilitative assistance is in essence a social welfare service.It requires the support of social welfare policies.It also needs legalization of resettlement assistance and education.We will make active explorations in improving the current methods of government purchases.Second,we will build a resource integrator centered on the service objects.In the resettlement assistance and education,the service provides more resources as a link to resources and builds on the basis of the community.The exclusive resources,through a networked communication platform,promote the optimal allocation and efficiency of resources;again,strengthen the capacity building of social workers and cultivate professional case managers from professional knowledge,communication skills,coordination skills and personal qualities.,and establish relevant incentive mechanisms and multi-platform exchanges to promote the building of individual case managers' capabilities at multiple levels.Finally,a systematic evaluation system is established to establish internal assessments based on the subjects and processes for resettlement assistance and education services.Service Evaluation Two levels of
