The Disabled Community Rehabilitation Service Research

Rehabilitation service for people with disabilities is one of the most urgent needs of today’s social service projects, but from the current rehabilitation services situation of social and public health, rehabilitation agencies, we can see that rehabilitation services for persons with disabilities are constrained by a variety of realistic conditions. After analysing the status and needs of the rehabilitation for the disabled in China, and learning from the developed countries on the research of the rehabilitation development, we find that community, family oriented rehabilitation service is the most promising service model. Community-based rehabilitation services for persons with disabilities are based on the community, and it is a convenient mode especially for the rural people with disabilities. Using of the resources of the community, according to persons with disabilities themselves, to carry out services such as medical rehabilitation, vocational rehabilitation, and social rehabilitation, as well as physical, spiritual, educational, vocational and social life rehabilitation trainings for people with disabilities.There are still many problems of community-based rehabilitation services for the disabled in China:community-based rehabilitation coverage is not wide; awareness of community-based rehabilitation is not good enough; the rate of people who have received or want to receive the community rehabilitation services is low; community-based rehabilitation service concept is lag; service means are single; the gap between the government funding and community-based rehabilitation needs of persons with disabilities is huge; the overall level of the development of community services is low, and the imbalance of development exists in different regions.On the basis of analysing the present situation of the community rehabilitation services for the disabled, combined with the advanced experiences and trends of community-based rehabilitation service of persons with disabilities in developed countries as well as China’s national conditions and national strength, analysing the existing needs of community-based rehabilitation for persons with disabilities, we can put forward some appropriate measures to improve the system of community-based rehabilitation services: establishing a long-term mechanism for community-based rehabilitation for persons with disabilities; improving the education, employment, poverty, culture, sports, care support, human rights and other community-based rehabilitation extension services; increasing the financial input and policies support of community-based rehabilitation research and development projects; establishing a community-based rehabilitation service support system and a government-led, social support investment system. We can put forward comments and suggestions from the national policies, measures and implementation methods, including policy support, the service system, related bills, the supply of community-based rehabilitation aids, community-based rehabilitation projects, community services for persons with disabilities, bringing up community rehabilitation professionals, preferential policies for special populations and regions.
