Analysis Of Social Effects Of Local Government Public Project

The rapid development of China's economy has led to the upgrading and transformation of the political,economic and culture in China,especially in the field of public service and public project construction.With the slogan of transformation of government functions and scientific development view,a new trend of development is emerging.On the one hand,it emphasizes that the construction of public project should meet the increasing needs of the public in some way,and mitigate the adverse effects on society because of the economic downtrend.On the other hand,it also demands that local governments' policies and performance assessment should shift from economic index growth to improvement of people's livelihood and environmental protection,these changes can be reflected in the implementation of various public project of local government.Firstly,based on the transformation of achievement view of local government,this thesis analyzes three theoretical foundations of local government public services and public project evaluation(including the theory of new institutional economics,the theory of social effect analysis,the theory of sustainable development).This thesis tries to examine our country government performance appraisal system and shows that because of the distortion of the view of political achievements,the benefit evaluation of the public works of local government in our country overemphasizes economic guidance and leads to the deviation of value of public works.So the public works evaluation should turn to the evaluation of social effect,this thesis put forwardthree aspects of the transformation of public works evaluation,and the way to optimize the social effect evaluation of local government public works.First,this paper chooses the two cases of "Cultural Corridor" and "Environmental Protection Event of Qilian Mountain",to analysis under the guidance of traditional GDP-oriented achievements,the value orientation of public works will be separated into political value and social value,and causing problems of target displacement,and one-sided pursuit of economic benefits.Second,this paper proposes to promote the transformation of local government's public works evaluation through three aspects:evaluation subject,evaluation concept and evaluation index.Third,this paper tries to use the social effect evaluation method to analyze the social effects of local government public works,and illustrate that social effect evaluation method which has been widely applied in sociology and other disciplines is also applied to the evaluation of local government public works.Introducing social effect evaluation system into public project evaluation is obviously changing the concept of political achievements of local government in our country,from the pursuit of economic benefits to the multiple value goals.Finally,the paper tries to put forward the optimization approach of social effect evaluation of local government public works.The one is to change the values and promote the value orientation of multiple goals,like putting social equity and improvement in people's wellbeing first,focusing on the people's satisfaction,and adhering to the concept of environmental protection and sustainable development.The second is to innovate evaluation model,to introduce multi-subject evaluation,to build channels for civic participation and to encourage third party assessment.The third is to construct the supervision and safeguard mechanism of social effect evaluation,to strengthen the application of evaluation and feedback results and improve accountability efficiency.
