Research On The Operation Mechanism Of Local Government Purchasing Public Service Project System

The practice of Chinese government purchasing public services began in the 1990 s.Government used financial funds to purchase public services from social forces.The government's purchasing of public services is an important measure for the government to respond to the inefficient supply of public services and to meet the needs of public services.In addition,in the 1990 s,after a tax reform,the project system gradually became a new governance system,which was widely used.And a new institution has emerged:the government purchasing public service project system,which means that the government sets up special funds to purchase specific public service project from the social organization.The practice modes can be divided into three categories: public service project bidding,public service project commission and venture philanthropy.The government's purchasing of public service project system is a new public service purchasing mechanism.Because of its specification,it has been widely adopted by many local governments.This paper analyzes the operational motivation,the participation and its interactive relationship,the operational mechanism and the effects to analyze the operation of the government's purchasing of public service project system in practice,and explore what kind of governance will be generated.Therefore,this paper selects a multiple-case research method,selects the case of “Public Welfare Bidding in Shanghai” from the public service project bidding;selects the “Service commission in Nanjing Gulou District ” case from the public service project commission method;the case of “Community Venture philanthropy Competition in Hubei” was selected.And constructing an analysis framework of “operation motivation,participation subject,project mechanism,effects”,to analyze the operational motivation implemented by the government,the participating entities and their interactions and the operating mechanism of the government purchasing public service project system.The study found that the motivation is improving the efficiency of fiscal funds,improving the efficiency and quality of public service;local governments,social organizations,the public,and third-party assessment agencies join the government purchasing public service project systems.Its specific operational mechanism includes the project production mechanism,project funding mechanism,project implementation process management mechanism and project evaluation mechanism.The operation of the project system has improved the efficiency and quality of public service supply,supported and cultivated social organization,promoted social governance innovation.However,there are also problems such as lack of demand management,lack of financial guarantee mechanism,inadequate capacity of social organization and imperfect performance evaluation system.Finally,in order to solve those problems,this paper proposes some countermeasures: improve the management of public service demand,collect,analyze and integrate demand through scientific methods before formulating public service projects;improve the financial security system and form Government-led,multiple-stakeholder fund-raising system,establish a fund allocation system based on service demand and service cost accounting;improve the service capacity of social organizations through policy support,personnel training,and optimization of internal organization governance;Evaluation should be oriented to the needs of public services,and should conduct a comprehensive evaluation of the government's purchasing of public service project systems.
