| Personal help-seeking emerged in the context of the "People's Republic of China Charity Law," which took effect on September 1,2016.But the Charity Law does not make provision for individuals to seek help.As a new way of asking for help from the society,the network personal help-seeking is appearing more and more frequently with its fast spread and wide coverage.The operation of network personal help-seeking mainly utilizes the online platform,which makes it incomparable to traditional charitable donations.The help information is far superior to traditional charitable donations in terms of its rapidity,wide spread,and diversity of communication channels.The traditional charitable donation model has truly realized a new mode of operation of charity participation that is not limited to time and place.It provided new channels and new ideas for online charity.In recent years,the typical case of network personal help-seeking has been very limited,but it has also caused great public concern and controversy,Frequent deceit frauds and donations from the citizen affect the construction of online charity credibility,seriously reducing the public's enthusiasm for participating in charity,identifying the online individual's qualifications for personal assistance,the ways and means of handling charitable donations,the openness and transparency of informationare the focus of public concern and questioning.so how does network personal help-seeking operation work,how does it differ from general Internet fund-raising,what factors and mechanisms motivate it to achieve its existing donation benefits,and how does it raise a series of issues and how to regulate irregularities.It is a problem that the industry and academia have focused on and studied.As a new concept that distinguishes network personal help-seeking from network donation,it has a short time,the theoretical foundation is not mature,and its definition has not reached unity.This paper uses network governance as a tool to analyze the network personal help-seeking and propose standardized policies from the four operating mechanisms of network governance: trust mechanism,communication coordination mechanism,integration mechanism,and maintenance mechanism under the guidance of network governance theory.This paper mainly draws on the existing research on personal help-seeking from the Internet and defines the network personal help-seeking as in order to solve their own or family difficulties,the natural person asks the public to give help through the Internet platform,and the main body of help is the natural person.Donors donate to him without a strong moral connection with himself(such as legal parenting,support obligations)or substance.The material help of the interested person is entirely from a kind of purely moral altruism,which includes the transfer of sympathy,compassion,and material interests.This article first sorts out the study of online donations and network personal help-seeking by scholars at home and abroad to clarify the research ideas and research priorities of the predecessors.On this basis,the concept of network personal help-seeking is defined and compared related concepts of charitable fund-raising conducted.Secondly,use case analysis method,taking the “Luo Yixiao ” case as an example,on the basis of reviewing case studies and analyzing this case,combined with the theory of network governance to discover the problems of network personal help-seeking,including fraudulent contributions,unclear whereabouts of donations and so on.Then combining with the theory of network governance deeply analyzes the causes of the problems reveals that there are many non-standard phenomena in the network personal help-seeking.Finally,from the perspective of network governancetheory,put forward to the Normative Path of network personal help-seeking from trust mechanism,communication and coordination mechanism,integration mechanism,and maintenance mechanism according to the operating mechanism of network governance. |
