Institutional Logic,Strategic Action And Social Organization Development

In recent years,with the deepening of social construction and social governance reform,the role and function of social organization which is an important part of the pluralistic society has attracted great attention.Under the central policy pressure and realistic factors,local governments are actively exploring path and mechanism that fully play the functions of social organizations in social governance,in many of the reforms and pilot,purchasing service project scheme stand out gradually,and become an important mechanism that improve social organization system and develop social organization currently.After 2011,a special picture is up to the central ministries and commissions,down to the villages and towns,streets,governments at all levels in the organization purchase service to the society in the form of project,and ought to be the default: purchasing service project scheme will fully play the important function of social organizations that meet the diverse needs,coordinate social interests and participate in social governance.However,is the above presuppose valid? Although the government purchase social organization service is growing vigorously in practical level,the issue of the function of social organization is still controversial.In fact,through the experience of areas that social organization's function is active,the development and the function of social organizations need the support of a series of unique social and institutional conditions,so whether buying service project scheme provides the conditions and institutional elements for the contemporary development of Chinese social organization ? Is there a positive incentive that for the development of social organizations in function play and good governance? It deserves our deep questioning.Under the project system,this thesis tries to explore the problems of micro-institutional environment and support system of the development of Chinese social organization according to the above questioning.The thesis will first analyze the practical course of the project system which as the core mechanism of the current social organization development from the historical context of the transformation of social governance in China.On this basis,the second part will be based on the observation of the operation of the community public service projects in Shanghai and find the multiple system logic that implied in the hierarchical operation of project scheme and the conditions that full of diversification and fragmentation even incentive and constraint that provide for the development of social organizations;The third part will study the projectized development course of the two social organizations named A and B,and also deeply describe the formation and expression mechanism of the multilateral dependence strategy of social organizations under the complex project scheme environment.Finally,the thesis will further analyze the project scheme effect and the deep problems for social organization that under the development of project scheme,and summarize the classical study and the historical experience,then construct system conditions that meet the function of social organization in ideal type sense,as the reference,then put forward the theoretical reflection that project scheme's developing social organizations.Based on the depth observation and interview towards project operation of community public service in Shanghai,we can get the following conclusions:(1)the differentiation between goals and tasks of the department lead to the differences on preference,orientation and strategy of "article","block" department in the practice of project scheme develop social organizations,which result in multiple system logic of the development of social organization within the framework of project scheme;(2)the resource supply structure of social organization under the project scheme has strong oneness,in order to get the funds and support network that project attached,social organization develop the relationship between government departments by the means of multilateral dependency strategy;(3)the "technology governance" characteristics of the project scheme does not produce system actors and conditions that the development of social organization needs.Take the project scheme as a core mechanism to develop social organizations,it must go beyond the inertia of "technical governance",and make more targeted arrangements on the top floor system design and micro system support to develop social organizations.Overall,the studydoes not limit in the traditional system text analysis method,but focus on the core mechanism of the management practice of current Chinese society organizations----project scheme,and discuss the system environment and the support conditions during the development of social organization s in a more specific level,thus revealing the challenges and opportunities that during the development of current Chinese social organizations face.
