Project System And Agent

In the period of social transformation,the project system replaces the system of unit as the main mode of social governance in our country.Under such social background,the role of “agent” has emerged.While docking with government and organizations,they also incubate and cultivate the emerging social organizations to help the government supervise such organizations.The attention of academic circles to project system mostly focus on the operation logic of the superior-subordinate of government,while in the field of social services,more attention are paid to the government’s purchase of social services.The research of the relationship between government and social organizations and the operation of “agent” is a new perspective of the research of project system,and is of great significance to the study of the government-society relationship.Based on the above ideas,this paper/thesis adopts the methods of qualitative research,taking Xinstitution in Hohhot as the research object,and the incubation and cultivation project of social organizations they undertake as the example,analyses that under the background of project system,the “agent” takes takes full advantage of its role to complete the project from the aspects that the advantages of X institution as “agent”,the incentive mechanism adopted by government,the operation logic of the whole project,the role played by X institution in the process of docking with the government and organizations,and the operation logic of the incubation project.Based on all above,it is concluded that the “agent” plays a dual role in social services,which is an embedded key of social services.It plays an important role in the process of cooperate with government to cultivate social organizations.The emergence of “agent” effectively increases the flexibility of social organization governance.
