On The Probity Construction In Universities From The Perspective Of Rule Of Law Culture

Since the Eighteenth Congress,the CPC central committee have attached great importance to the construction of the rule of law.The fourth plenary session passed "the central committee of the communist party of China on promoting the rule of law certain major issue decision" which opened a new era of the rule of law in our country.Governing the country must firstly rule the party while governing the party must firstly rule the officials.Since the 18 th National Congress of the Communist Party of China,our party has vigorously fought against corruption,strengthened the implementation and inspection of party discipline.The awareness of the rule of law inside and outside the party is growing,and a good rule of law culture atmosphere gradually formed.Colleges and universities are the important places of the spread of rule of law culture.It is the main battlefield of promoting ethical party and government and struggling against the corruption.Under the rule of law culture from the perspective of the construction of clean government,it not only has important theoretical significance but more important practical significance as well.Based on the present situation of clean government construction in universities,this paper studies the problem of clean government construction from the perspective of rule of law culture.This paper discusses the concept of the rule of law culture and the construction of clean and honest administration in colleges and universities,and expounds the dialectical relationship between the rule of law culture and the construction of clean government by using literature research method,comparative research method and survey questionnaire method and other research methods.It analyzes the achievements of the current clean government construction in colleges and universities: clean consciousness of the leading cadres significantly enhanced;institutional framework are gradually established;cultural construction of clean government has achieved initial success;the idea of running a school by law is recognized by teachers and students;the efforts of disciplinary review continue to increase.Achievements is worth affirmed,but the problems of building a clean government can not be ignored.This paper starts from the problems in the field of teaching system,scientific research,system management,campus environment,using the spiritual level,system level,material level which included in the rule of law culture to analyze the causes of problems appeared in the construction of clean and honest administration in universities.Finally it puts forward some measures from the spiritual level,the system level,the material level.
