The main content of this article is the US factor in the process of being the " basket ?" of CSCE from preparation to final signing.In this main line,Nixon-Ford-Cart is shown to change the US government's CSCE policy.The “Basket ? involves personnel exchanges,human rights and humanitarianism,information exchange,and cultural and educational exchanges.These issues are sensitive issues involving ideology in East-West contacts.The signing and implementation of this "Basket" is also the result of multi-party games between the United States,the Soviet Union,Western European countries,Eastern European countries and European neutral countries(such as Finland).At the beginning of the negotiations,the US used the " Basket ?" as a condition for stabilizing US-European relations,and also as a diplomatic chip with the Soviet Union.American didn't care if the negotiations can promote the development of human rights in Europe.With President Ford's coming to power,realism's diplomatic principles began to change,and the United States realized the importance of the " Basket ?" for breaking through the ideological line of defense in Eastern Europe.And realize that as a document without legal nature,the most important thing in the" Basket ?" is not the signing of the treaty,but the implementation and implementation.Finally,President Carter's "human rights diplomacy" policy allowed the US Congress to establish the CSCE of the United States.This committee is urging the Soviet Union and Eastern European countries to implement the Helsinki Act by means of protecting and encouraging local democratic movements.It has transformed the diplomatic issue into the internal affairs of Eastern European countries from the implementation of international agreements.The United States promotes the " Basket ?" to be realized in Eastern Europe,and makes this human rights agreement one of the important driving factors for the end of the Cold War.
