Research On Nodal Governance In Contemporary Western Policing

Western police studies have shifted from police science to science of policing,arguing that policing is not just a police job,but an overall and process of maintaining security and order in multiple levels.Policing nodal governance is based on this hierarchy of policing.The basic idea of policing nodal governance is that police have a limitation in social security,especially in crime prevention.Therefore,the policing needs to mobilize the security forces of other government departments,the society and the market,and connect these organizations that play a role in public security functions through a node to form a systematic and coordinated social security network.The specific implementation of policing nodal governance can be examined from the mission objectives and organizational framework.From the mission objective,the police activities are divided into different levels according to factors such as strength and work content,and the lower mandatory policing work is diverted to other entities such as commercial security enterprises,NGOs,and the public to participate in law and order,while encouraging selfmobilization and self-improvement of public security activities.Different levels of policing require different nodes to undertake tasks.From the organizational framework,policing nodal governance is an efficient organization and response mode.In the specific process of weaving node governance network,it is necessary to build a pivotal security liaison platform and different connection forms for nodes to connect with each other,to exchange resources,express appeals and discuss decisions.Interacting into a network,the node governance network should be properly managed and supervised to ensure its efficient operation.Under the stratified function of police stratification,a normal network for preventing crimes is formed.In dealing with the abnormal public security phenomenon and the explicit public security problem,the police node governance network may form a special disposal team in a shorter time in a reactive response manner to form a multi-node coordination disposal chain.Policing nodal governance has the advantages of saving governance costs,improving police efficiency,strengthening community self-direction and achieving restorative justice.However,there may also be problems such as weakening formal nodes,implying a fairness crisis,and supervising the existence of blind spots.The governance of western police nodes and the comprehensive management of public security in China are the same directional choices in the same context of globalization,marketization,and informationization,namely: mobilizing the organization society and overall prevention.However,China and the West have different national conditions,and public security governance should have their own characteristics,but this does not prevent us from drawing on the strengths of nodal governance from a world perspective.We can improve the comprehensive management of social security in China by building a special public security network platform,expanding the channels for police and civilians to jointly build,building a police connection role,paying attention to the cooperation between the rule of law and folk customs,and giving full play to the greatest advantages of the nodes.
