Study On The Policing Mechanism Innovation Under The Theory Of Social Governance Capacity Modernization Perspective

It has been put forward in the Third Plenary Session of the 18 th CPC Central Committee that we should advance modernization in the state governance system and governance capability. Modernization of social governance capacity is an important component of modernization of national governance capacity. Public security agency is the main force of social governance. Combining the collectivity aim, CPC’s policies have point out the direction for public security agency, and have also set the policing modernization goal. Innovation is the decisive factor in the process of moving toward policing modernization. We have to pay much attention to innovation driving forces, which can improve social governance capacity effectively.To make a study on the policing mechanism innovation under the theory of social governance capacity modernization perspective, the first thing is to define the relationship between the policing mechanism and the social governance capacity modernization clearly. The essential relationship between them is that the social governance capacity modernization points out the direction of policing subject reform and police operation mode, whereas transformation and upgrading of policing provides a source of power and reassurance to the promotion of social governance capacity.Taking good governance theory as researcher’s visual angle, this article quoted and reference some classic theory such as Polycentric Governance Theory, Innovation Theory, Public Choice Theory, the Theory of Social Capital, which have significant contribution to the research field of policing mechanism innovation. By pointing out the orientation of the policing mechanism reform on the basis of these theories, the article expounds some opinions and views of multi-subjects participating, governance resources integration, application of information tools, governance network construction, and so on, which have been shown in each chapters. Based on the development trend from social management to social governance, the article emphasizes on several key areas of the policing mechanism innovation, including the social stability risk evaluation mechanism, the multivariant social conflict solution mechanism, comprehensive social security prevention and control mechanism, community network governance mechanism, with the purpose of initiating the new prospect of social governance characterized by Equality, openness, interaction and cooperation.
