Research On The Change Of Homicide Investigation Model From The Perspective Of Intelligence-led Police

"Tens of millions of cases,focusing on homicide." Homicide seriously infringes on the personal safety of citizens,which is the most serious and malignant case in criminal activities.Through the empirical analysis of the homicide cases in W city from 2016 to 2018,it is found that W City has made remarkable achievements in homicide investigation.The number of homicide cases tends to be stable.At the same time,homicide cases also show some new trends,such as the increase of passionate homicide,the vulnerability of individual extreme violence crimes,the increasingly concealed means of crime,The subject's anti-investigation consciousness is getting stronger and stronger,and the influence of public opinion is expanding day by day.With the rapid changes of society and the arrival of the era of big data,the difficulty of homicide detection is increasing.The traditional mode of homicide detection can not fully adapt to the new situation.Therefore,it is urgent to change the current homicide investigation mode and construct a new homicide investigation mode that meets the requirements of the new era.This paper re-examines the current homicide investigation mode from the perspective of intelligence-led policing,and reflects on the application of intelligence in homicide investigation.In order to solve the practical dilemma of excessive reliance on on on-site investigation,pursuing Human-Sea tactics,poor intelligence-based work and lagging behind the concept of intelligence-led policing in homicide investigation,this paper discusses the realization of current big data technology and information system construction.The practical conditions and the beneficial practice of the actual combat departments should explore the path of the new investigation mode,and construct the intelligence-led homicide investigation mode in order to achieve the attack and prevention of homicide.The construction of intelligence-led homicide investigation mode should first change the concept of investigation,establish the concept of intelligence-led,data-driven and integrated investigation;secondly,build a scientific and efficient homicide information platform to collect massive data and conduct in-depth analysis and judgment;thirdly,in the process of operation of the investigation mode,realize intelligent prediction,integrated police command,driven by large data.Panoramic intelligence investigation;finally,clear the boundaries of investigation and standardize investigation behavior.
