Research On Optimization Of Capture System Of Illegal Parking In Baoding City

With the rapid development of economy,there are 2.26 million vehicles in Baoding,a third-tire city in China.And among these,780,800 vehicles,with an increasing rate of 0.4%-0.8% per month,are in the main city.The rapid increase in the number of motor vehicles has led to a shortage of parking spaces.The problem of illegal parking on the roads in urban areas has become increasingly prominent,which not only causes traffic congestion,but also affects traffic safety.A large number of on-street parking also poses problems for traffic management.The illegal parking phenomenon in Baoding City is increasing day by day.The policemen punish about 1,000 illegal vehicles on the spot every day.The proportion of illegal punishments in the violation of punishments has gradually increased.The treatment of illegal parking has been urgently needed.From the perspective of public security traffic management,this paper solves the problem of illegal parking in the road by optimizing the capture system of illegal parking in Baoding City.Firstly,the current situation and causes of illegal parking in Baoding City are analyzed from the time distribution,spatial distribution and illegal parking types of illegal parking.Then,the shortage of public parking facilities,the disorder of management system,the unreasonable charging system and insufficient governance are four aspects.The problems of illegal parking management,especially the problems existing in the capture system are analyzed in detail.Finally,strategies to solve the problems in the use of illegal parking automatic capture system in Baoding City are proposed one by one.There are three main aspects for the solution: First,the regulation of on-street parking,including the investigation of the parking roads in Baoding City,delineating the parking spaces according to the parking demand,sorting out the existing banned signs and markings,and improving the banned markings.The second is the improvement of the vehicle identification module in the illegal parking capture system.The convolutional neural network is applied to the license plate recognition module of the illegal system,the convolutional layer and the fully connected layer of the convolutional neural network are adjusted to optimize the network,reducing the number and calculation of neurons in the neural network,and reducing the training time.The recognition effect is also superior to the previous method,which improves the efficiency of the capture system.Thirdly other optimization suggestions for the use of capture systems of illegal parking are proposed in the road.Through reasonable distribution and accurate control of the capture system cameras,chieve full coverage of the capture system within the financial scope should be achieved,Furthermore,with the enhancement of higher efficiency,standard thereview and notification procedures,the punishment information based on evidence captured by system can be quickly and accurately conveyed to the illegal parking driver.People,thus reminding and warning effect is fulfilled,and ultimately achieve the purpose of reducing illegal parking and maintaining the traffic order.This paper has practical significance and reference value for the capture system of illegal parking in Baoding City and the method proposed by the paper may improve the efficiency of the capture system.
