Talent resources are the first resources for national and social development.The report of the Nineteenth National Congress of the Communist Party of China points out that "talent is a strategic resource to realize national rejuvenation and win the initiative of international competition,and a more active,open and effective talent policy should be implemented".In recent years,the introduction of talent resources has become the commanding point for local governments to enhance their comprehensive competitiveness.In order to attract and retain University students,various preferential policies have been introduced and the "People’s War" has been staged.Baishan City of Jilin Province has formulated a series of policies for the introduction of University students.Based on Smith’s model,interviews with relevant departments and policy target groups in Baishan City,and data and data obtained from questionnaires,this paper analyses the implementation status,effectiveness and experience of "Baishan City’s Policy of Importing Excellent Students from Famous Schools" and "Baishan City’s Policy of"Postgraduates Appointing to Township(Street)Vice-post".It also analyses the policy of introducing talents to college students in Baishan City.In the plight and reasons,and according to the actual development of the local situation and the policy adjustment recommendations given by the survey group put forward the policy optimization strategy.Through analysis,this paper finds that the main dilemmas in the implementation of Baishan University Student Talent Introduction Policy include: firstly,the main executing bodies do not understand and attach enough importance to the policy;secondly,the power and responsibility of the executing subjects are unclear and lack of communication and communication;thirdly,there is a game of interests among the executing subjects;fourthly,the working enthusiasm of non-policy target groups is affected;fifthly,the lack of policy implementation.Feedback,weak enforcement and supervision.According to the above five problems,the factors affecting the implementation of the policy of introducing talents to college students in Baishan City are analyzed.The causes of the problems are as follows: the policy itself is not perfect,the complexity of the executing subject and the deviation of the concept,the particularity and blindness of the target group and the limitation of the policy environment.Based on Smith’s model and survey results,the following adjusting ideas are put forward: first,to improve the policy system and formulate practical policy content;second,to strengthen the role of the main body of policy implementation and improve the coordination mechanism at all levels;third,to guide and improve the initiative of policy target groups to participate;fourth,to optimize the policy environment and enhance the comparative advantage of the environment.Strategy.It is hoped that this study can provide some reference for Baishan City to achieve the policy goal of “talent prosperity”.
