| With the continuous deepening of economic globalization,the knowledge economy has developed to a certain extent,which has made regional talent competition increasingly fierce.In order to respond to this situation more efficiently,many places have compiled and issued various talent policies in response to changes in the situation.In the process of economic development,T City in Jiangsu Province actively explores new measures for the implementation of high-level talent policies,actively attracts talents to land,and has played a certain promoting role in the development of the local economy.This article mainly analyzes the problems and reasons that exist in the implementation of high-level talent introduction policies in T city through questionnaire surveys and on-site investigations.This article first reviews the latest research trends of domestic and foreign scholars on talent introduction,and elaborates on public policy theory and Smith policy execution model,providing relevant theoretical basis for this article’s research.Secondly,this article introduces the implementation of high-level talent introduction policies in T city based on its actual situation.Then,combined with a questionnaire survey,the effectiveness,problems,and causes of the implementation of high-level talent introduction policies in T city were analyzed.Among them,the achievements achieved include a significant increase in the number of high-level talents,further improvement of the high-level talent environment,and continuous strengthening of high-level talent innovation capabilities;The existing problems include three aspects: low level of understanding before policy implementation,low efficiency in policy implementation,and imperfect guarantee measures after policy implementation;The reasons for existence include a lack of scientific policy-making,a lack of distinctive policies,and a lack of communication and coordination among policy implementing agencies.Once again,this article summarizes the main experience of implementing high-level talent introduction policies from three cities in China: Ningbo,Kunshan,and Jinjiang.Firstly,it is necessary to increase financial investment in talent construction;Secondly,attention should be paid to the development and training of talents;The third is to build a carrier to achieve talent aggregation,in order to provide effective reference for T city.Finally,based on the previous discussion and the Smith policy execution model,this article proposes specific strategic suggestions from four aspects: policy itself,policy execution agencies,policy target groups,and policy execution environment.I hope that this study can provide valuable reference opinions for the implementation of this policy in T city,and also provide valuable references for the implementation of talent introduction policies in other similar regions. |
