The report of the 20th National Congress of the Communist Party of China pointed out:"Talents are the first resource.We should implement the strategy of strengthening the country with talents and strengthen the support of talents in modernization." At present,my country has entered a new stage of building a socialist modern country in an all-round way and marching towards the second centenary goal.On the journey,we are closer to the grand goal of realizing the great rejuvenation of the Chinese nation than at any time in history,and we are more thirsty for talents than at any time in history.Talents gather because of cities,and cities prosper because of talents.The high-quality development of a city is inseparable from the contribution of talents.Compared with the first-and second-tier big cities,the third-and fourth-tier cities still have a gap compared with the developed cities in terms of comprehensive strength,etc.,and they lack significant advantages in attracting talents.The dilemma of "net talent outflow".This paper takes the research on the implementation of talent introduction policy in city B as an example,starting from the perspective of the four dimensions of the Smith process model,and conducts specific analysis on the formulation of talent policies,executive agencies,target groups,and implementation environment in city B;then,based on the Smith model The analysis results summarize the practical difficulties in policy implementation and analyze the reasons;finally,aiming at the problems found in the implementation of the talent introduction policy in City B,from the perspective of four dimensions:idealized policy,implementing agency,target group,and implementing environment,Correspondingly,it puts forward targeted optimization ideas for improving the talent introduction policy of city B,and puts forward practical and feasible optimization suggestions for government departments to formulate reasonable talent introduction policies.
