Holistic Governance:A Thesis On The Way To Solve The Problem Of Prison Management

With the continuous deepening of reform and opening up,the contradictions arising from the uncoordinated economic development and social development have become more acute.At present,China is in a period of social transformation,a critical period of development,a period of reform,and a period of contradictions.It is also a period of high crime.The public's demands for democracy,the rule of law,fairness,justice,security and stability are increasingly strong.As one of the main organs of the national penalty enforcement agency and the crime prevention and control system,the prison is an important force for maintaining social stability and promoting social fairness and justice.However,the fact that the recidivism rate continues to remain high shows that prison work has not effectively improved the effectiveness of criminals and made them law-abiding citizens.From a practical point of view,the most important factor restricting the effectiveness of prisons is the ineffectiveness of prison management.The specific performance is that the prison operation is not efficient due to the unreasonable structure of the prison;the second is the inefficient use of resources caused by the unreasonable adjustment of the prison layout;the third is the low level of application of social transformation resources.These problems actually point to one of the main defects of prison management,namely,the fragmentation of prison management,the scientific level of resource allocation is not high,and the overall level of application is insufficient.Therefore,this paper intends to study the fragmentation problem that restricts the development of prisons.According to the concept of reasonable assurance of the auditing business of certified public accountants,the concept of prison management security is defined as the risk-controllable rather than the absolute elimination of risks,and this concept is The foundation re-integrates resource elements such as organizational structure and layout adjustment.It is hoped that the problem of fragmentation of prisons can be solved through holistic governance,the social cost of prison executions can be reduced,the efficiency of prison work can be improved,and the credibility of law enforcement in prisons can be enhanced.This paper consists of five chapters:The First Chapter: introduction,briefly introduces the background of the topic,research significance,literature review,research methods;The Second Chapter: related knowledge and theory.The applicability of the concept of Holistic Governance in solving the problem of fragmentation of prison management is analyzed;The Third Chapter: the common causes in the field of public management of "fragmentation" and the specific reasons facing prisons are analyzed;The Fourth Chapter: it is proposed to solve the problem of fragmentation of prison management by holistic governance,and put forward to lay stress on specific prison work under the circumstances of goal orientation and requirement analysis.The three aspects of the work start to crack the fragmentation of prison work,and put forward supporting measures to ensure the overall governance;The Fifth Chapter: conclusions and prospects.
