Research On Rural Social Governance In Mei County Under The Perspective Of "Three Governance" Integration

With the deployment of a series of rural revitalization strategies in the No.1 Document of the Central Committee in 2018,the rural society has ushered in major development opportunities.As an upgraded version of the beautiful new rural construction,the rural revitalization strategy puts forward new requirements-perfecting villagers’ autonomy and stimulating rural vitality;adhering to legal governance and maintaining rural order;implementing moral education,reviving rural civilization,building self-government,the rule of law,The modern era of modern rural governance system is the integration of the "three governances" of the rule of virtue.This is not only the goal of achieving good governance in rural society,but also the only way to promote rural revitalization.This paper selects the rural society of Mei County of Shaanxi Province as the research object of governance,based on the theory of governance,the theory of good governance and the theory of integration and innovation of "three governances",using questionnaires,interviews and other methods to the current governance and governance results of the Mei government.Explain and carry out in-depth research on the problems existing in rural social governance in Mei County,analyze the causes and further propose countermeasures.Firstly,it summarizes the theoretical basis of governance theory and good governance theory,and sorts out the relationship and practical significance between autonomy,rule of law and rule of virtue in the "three-governance" innovation theory.Secondly,the government policies of the current rural social governance in Mei County are elaborated,including the establishment of villager supervision committees,the implementation of the “four-level linkage” and other autonomous policies;the rule of law construction of public security hierarchical management and the rule of law publicity and education;the construction of the village history museum,the cultivation of a county sage Waiting for the work of the rule of virtue,affirmed the effect of the current Mei government governance.Thirdly,according to the data of the questionnaire and the interview records,the deficiencies in the rural social governance of Mei County were found,such as the implementation of the autonomy system,the weak governance ability of the two village committees,and the single autonomy organization.The villagers did not know how to use legal weapons,law enforcement,and the rule of law,which is unfair and judicially unfair;the problem of rule of virtue,such as stereotypes and lack of new people.Fourth,after discovering the problems,the reasons for their occurrence are summarized,mainly because of the low enthusiasm of the rural masses,the poor leadership effect of the village cadres,the inadequacy of the functions of the party organizations,and the test of morality by the rapid development of the economy.Finally,according to the reasons,the countermeasures for perfecting the "three-rule" system of rural social governance in Mei County are proposed,which mainly promotes the core position of self-government,strengthens the protection of the rule of law and enhances the support strength of the rule of virtue.The formation of the modern governance system of rural social governance in Mei County promoted the early realization of the rural revitalization of Mei County.
