It has been more than 70 years since the establishment of the National Security Council in 1947.it has succeeded in helping the United States win some kind of competitive advantage on the world stage.For the United States,the positive effects of the system outweigh the negative effects,and the positive effects outweigh the negative effects.Without such a system,what would happen to the United States? Therefore,it is particularly urgent to systematically study the coordination mechanism of the National Security Council of the United States.The full text is divided into six parts,the introduction first introduces the background and research significance of this paper,followed by a brief review of the literature related to the relevant research results of this paper;Finally,it explains the main content of this paper,basic ideas,research methods,possible innovations and needs to be improved,in order to clarify the ideas for the writing of this paper.The first chapter introduces the development history of the coordination mechanism of the National Security Council of the United States in four stages: germination,preliminary development,establishment,maturity and perfection.Truman,Eisenhower,Kennedy,Johnson,Nixon,Ford,Carter,Reagan,Bush Sr.,Clinton,George W.Bush,Obama,Trump,and other 13 presidents' national security committees were introduced one by one.Through the history of the 13 Presidents' National Security Council,it is not difficult to see the development and change of the cross-departmental and inter-agency coordination mechanism of the National Security Council of the United States.The second chapter mainly introduces the function,structure and process of the coordination mechanism of the National Security Council of the United States.In this chapter,the formal and informal coordination mechanism of the National Security Council of the United States is emphatically introduced.considerable space is devoted to the "Policy Mountain" of the Eisenhower Administration and the "Scowcroft Model" of the Bush Administration.The third chapter is the case analysis.This chapter selects the hierarchical coordination process of the Clinton administration's National Security Council's response to the Bosnian crisis in the 1990s;and the United States before and after the "9 / 11" attacks.On the issue of counter-terrorism,the Deputy Ministerial Committee has become the "engine" of policy coordination,as well as the relevant coordination work of the National Security Council in the formulation of the United States "Iraq Policy".The fourth chapter is the relevant analysis and enlightenment of the coordination mechanism of the National Security Council of the United States.He warned China to learn from the experience and lessons of the United States and build China's National Security Council.The conclusion part summarizes and looks forward to the research on the coordination mechanism of the National Security Council of the United States.One is a brief summary of the full text,pointing out that the paper has not yet been thoroughly studied;the other is to find a more effective research method to provide help for future generations to better carry out the relevant research on the coordination mechanism of the National Security Council of the United States.Since the beginning of the 21 st century,with the rapid development of China's economy and the continuous improvement of its international status,it has increasingly become an important force on the international stage.At the same time,China's ecological environment,domestic terrorism,maritime disputes,cybersecurity and other issues have become increasingly prominent,all of which have prompted the Chinese Government to look at the world.Take the initiative to find a "blueprint" for cross-sectoral policy coordination on a global scale in order to reform the existing national security system.On November 12,2013,China's National Security Council was formally "listed" and named "the Central National Security Council." On the basis of the experience of the United States and in the light of its own national conditions,China should explore a "China model" for cross-sectoral coordination.
