In 1947, according to the "National Security Act" passed by the congress, the National Security Council was established. In 1953, President Eisenhower created the position of Special Assistant for National security Affairs (the National Security Adviser). Over 50 years, the duty of the person who held the position has experienced a great change. He or she plays a different role in every administration. Those roles eventually have been parts of the duty of the position. All the elements including presidential management style, the personal capacity, the relations with the cabinet senior officials decide the role which the National Security Adviser will play in an administration. During the changes of the position, the role being as the manager of the decision-making procedure had become the basic in its duty. The ascending role and the influence of the National Security Adviser in the American national security decision-making procedure has become an irresistible trend.
