In October 2013,Chinese President Xi Jinping expressed his good wish to develop marine partnership with ASEAN countries during his visit to Indonesia,proposing an initiative to build the "21st Century Maritime Silk Road".Jointly building "21st Century Maritime Silk Road" by China and ASEAN countries is of great significance.For China,it can promote the transformation of domestic economy and bring about a great rejuvenation of the Chinese nation.For the world,this initiative is conducive to accelerate the construction of a new international political and economic order.Among the areas of the Marine Silk Road,Southeast Asia is famous for its significant transportation,abundant natural resources and cheap labor force and those make it occupy an important position in the world's geopolitical territory.This region is also the key factor to the successful realization of the Maritime Silk Road Initiative.However,the promotion of "21st Century Maritime Silk Road" has met many challenges in Southeast Asia.First of all,the United States,Japan,India and other countries have intervened in Southeast Asian affairs and stationed in Southeast Asian countries to take countermeasures against "21st Century Maritime Silk Road",hoping to exclude China.Secondly,there are historical and realistic problems between China and Southeast Asian countries,such as the history of tribute,the disputes from the South China Sea and fierce competitions in some economic fields.Finally,non-traditional security issues,such as natural disasters,infectious diseases,marine environmental pollution and ecological destruction,have also made the implementation of the Marine Silk Road more difficult.Solving these problems,we must start from two aspects: outside the Southeast Asia region and between China and Southeast Asian countries.As far as the former is concerned,close cooperation relations with the United States should be established to improve cooperation with the United States in many fields;Southeast Asian countries should be made more aware of Japan's attempts in the region to reduce Japan's influence;and for India's "Monsoon Plan",the concept of the Silk Road at sea should be promoted to coexist with the interests ofthe "Monsoon Plan".As far as the latter is concerned,firstly,we should increase cultural exchanges with Southeast Asian countries,strengthen mutual recognition and reduce contradictions between them;secondly,in the economic field,we should reduce trade competition and friction with Southeast Asian countries to achieve mutual benefit and win-win situation;thirdly,in the face of the disputed South China Sea issue,we should negotiate and use various means to solve rationally;lastly,we should strengthen our cooperation with relevant countries to deal with non-traditional security issues along the line.
