The investigation of China,especially in the late Qing Dynasty,as a governance technology has not yet received sufficient attention.I employ Foucault's concept of governance and historical sociology method to analyze the relevant materials of the Xuantong Household Registration Survey in the late Qing Dynasty.The study found the significance and contradiction of governance in the transition period of the Empire.On the one hand,the concern of the Xuantong Household Registration Survey on the population,the establishment of the patrol agency during the investigation,the planning of the Qing government on time and space,and the calculation and statistics of the population have certain modern governance significance;on the other hand,the opposition of the bottom people,the loss of the credibility of the local nostalgia and the deviation of the Qing government's utilize of governance led to the rebellion of the Household Registration Survey,which aggravated the contradictions in the process of the empire.Different from the dual ir-reconciliation theory,namely,Lin Dong's “Modern Qing Government Theory” and Jiang Yongzhen's “The Qing Empire has no modern governance theory”,this study reveals that although the Qing government was unable to form the government,staff and people in the sense of real governance for various reasons during the preparatory constitutional transition period,it still obtained some governance techniques in the sense of modern governance through studying other countries.And these also shows its efforts in national governance.
