Research On Chinese Urban Floating Population From The Viewpoint Of Household Register Management

Migration is an inevitable product of human’s social and economic development; "Floating population" is a new term accompanied by population movements. With the rapid economic and social development, especially in the background of economic globalization and social integration, the urbanization is speeding along with the constant improvement of the market economic reform. The increasing number of migrants has gradually become an irreversible social trend. The increasing floating population can make up for structural shortage of the inflow to the labor market, can reduce the operating costs of production, can promote the formation of a competitive job market, and can improve urban construction, function and other aspects. The floating population has played a positive and irreplaceable role in urban construction, economic development and facilitating the lives of the masses. They have become a mark of the times, a social special groups and a new force which can not be ignored in promoting urban construction. However, when tens of thousands floating population migrated from rural to urban areas and contributed all their energies in urban construction, they were defeated by the household registration policy. Because they had no urban household registration, which forced them have different opportunities, incomes and treatments with the local people who have the urban household registration, they even had no basic personal security. These aspects made them lose enthusiasm and creativity in urban construction and management in a considerable extent. The different treatments severely restricted the urbanization process in China, hindered the establishment of economic development and the socialist market economic system. Therefore, how to make the best use, while avoiding disadvantages, to lead the floating population into an actual population of household management effectively, has become a difficult problem placed in front of the public security organs.This paper used a content analysis, case analysis and interviews to be analyzed and discussed. It started with the analysis of the floating population’s household registration reform, with the background of the domestic and foreign research. It defined the different concepts of floating population, the floating population of migrants, transient population and the immigrant population confused to make a clear distinction. It summed up the current status and content management of urban household migrants, followed by reviewing the history of floating population management system of household registration. Then it reviewed the various stages of a comprehensive interpretation of the migration policy background. Subsequently it extended and reflected on the plight of China’s current urban household registration management of floating population. Finally, it considered a lot of explorations and innovations of some big cities, and put forward some countermeasures and suggestions to meet the migrants’hope in reforming the household registration system, to improve the urban household registration management of floating population. Through problem analysis, it put forward practical and operational measures which have important practical implications for the public security authorities to further improve the management of floating population of household registration.Throughout the researches of floating population management problem in our country, although more extensive fields and departments involved, but the special theory for migrants in Public Security household management issues is not much, so the innovation of this paper was the combination of urban construction in China which leads to population movements tide with the background of the central reform of household registration system. It combined with public security work on urban household registration management of floating population, and analyzed the issues related to the reform of the household registration system involved migrants.
