The immigration Act of 1924 was one of the most important immigration Act of the early 20 th century in the United States,and it had a profound impact on the transformation of American immigration policy and the frame of the immigration quota system.Prior to enact this bill,the leading changes had been taken place immigration and immigration policies in American.First,industrialization and immigration had taken important changes.The development of industry had promoted the development of American economy and the transformation of labor demand structure,and also it had caused a series of social problems.At the same time,the total number of immigrants has been increasing and the source of immigration had changed.Second,there had been important changes in social trends,such as the racial exclusionism,social Darwinism and eugenics are rampant,providing a source of thought for the exclusion of immigrants.Finally,during the late 19 th to early 20 th centuries,Congress had enacted a series of restrictive immigration laws aimed at rejecting immigrants from Asia and Southeast Europe.These changes had laid the foundation for the U.S.to adjust its immigration policy and enact a more stringent immigration Act.In the 1920 s,Congress enacted the immigration Act of 1921,which failed to achieve the desired effect,and then Congress passed the immigration Act of 1924 through three years of debates.This Act had a wide range of issues,including the new immigration quota,individual definitions,the visa systems,the quotas and priorities,the immigration of Japan and western hemisphere.Three years later,the immigration Act of 1924 was implemented.Congress amended the quota clause of “National Sources” and established a new quota plan through a two-year debate.The immigration Act of 1924 contained many features,such as humanization and flexibility,normalization and maturity of the immigration management model,emphasis on immigration quality and talent,conservatism and discrimination,subjectivity and contradictory features.The immigration quota system,restricting the number of immigrants and choosing the ethnic origin of immigrants,was finally established by three immigration laws passed in the 1920 s.The immigration act of 1924 laid the foundation of the quota system and played an important role in promoting its formation.The immigration Act of 1924 includes the new immigration quota system,the immigration visa system and the immigration priority system,which further promoted the formation of the immigration quota system,and the subsequent immigration bills have inherited these principles of the quota system,which has had a profound impact on the development of American history.
