After the tax-sharing reform,the concept of “project governance” or “project governance”emerged.Public projects played a pivotal role in social and economic development and became a vital cell for economic and social development.However,since the beginning of the new century,the project system has been formed.Under the “championship” system of the project,the problems are prominent and the problems are gradually emerging.Such as slow procedures in the early stage,site selection change,unreasonable design,management disregard,unsatisfactory senior management,project delay,cost overrun,quality problems,poor efficiency,public dissatisfaction,and low sustainability.There is a performance loss behind this series of problems.This study focuses on the basic question of “how to manage the loss of public project performance?”,select the Gansu Provincial World Bank project as a case,and use the public value-based government performance governance theory(PV-GPG)as the theoretical basis.The data is coded and analyzed to explore the influencing factors of public project performance loss and how to manage performance loss.In the data analysis stage,this study mainly uses the “three-level coding method” of qualitative research to encode the in-depth interview data,analyzes the coding results,and further explains the connotation of public project performance loss in combination with the theoretical framework,and draws the influence of public projects.Factors of performance loss.The study found that the loss of public project performance comes from three aspects.First,the social value construction is inadequate and not in place.It mainly includes: “The wrong project priority selection”,“Lack of value consensus”,“Insufficient resource endowment”,“ There are defects in project design,“the lack of effective participation of multiple entities”;the second is the problems in organizational management,including: “project management issues”,“not established incentives”,“projects lack sustainability”,“external factors” The third is the issue of collaborativeleadership systems including: “conflict issues” and “lack of effective communication”.After clarifying the influencing factors of public project performance loss,this study analyzes the influencing factors of public project performance loss found in the interview code,based on PV-GPG framework,namely social value construction,organization management and collaborative leadership.The aspect constructs a public project performance loss governance framework.The conclusions are as follows: First,the social value construction process of public project performance should fully exert the function of social value construction in terms of project priority selection,value consensus achievement,correct judgment of resource endowment,project design,and effective participation of multiple governance subjects.Preventing the deviation of public project performance;Second,the core of organizational management is to solve the efficiency problem,but it is based on the construction of social value.Therefore,in the process of organizational management,the project management system must be improved,institutional capacity building should be strengthened,incentives should be enhanced,and attention should be paid to "The Iron Triangle";Third,the benign operation of the collaborative leadership system can help resolve the various types of conflicts in the value construction process,that is,the organization management procedures.Therefore,it is necessary to establish a sound conflict resolution mechanism and build a collaborative communication platform to effectively play the role of the collaborative leadership system.
