In order to solve the needs of rapid urbanization and economic development,China has introduced a large amount of foreign funds for public project construction to promote regional economic development.However,project management by public managers has many problems,such as unsustainable development,low citizen satisfaction,crisis in the public sector,and failure of public projects.Western developed countries have introduced public participation to improve the effectiveness of decisionmaking,promote the smooth implementation of public projects,and achieve great success.Therefore,domestic scholars and public managers have also found that the public has been included as one of the multi-subjects of public project governance from the case studies of Western countries,which plays an important role in promoting public project collaborative governance,reducing performance loss,and improving project performance.At the same time,with the improvement of citizens' quality and frequent public project issues,the public's willingness to participate in public project governance is also growing.Therefore,this study is guided by PV-GPG and uses performance loss as a research perspective to study the impact of different types of public participation on public project performance and the role of avoiding and preventing performance loss.This study takes the Gansu Provincial World Bank project as an example.First,combined with the seven types of public participation proposed by John Clayton Thomas,through interview research and qualitative data analysis methods,the types of public participation in the demonstration towns of the World Bank project in Gansu Province are divided.It is found that there are six forms of public participation in the World Bank project in Gansu Province,and the combination of public participation types in each project town is different.Secondly,based on the two types of public project performance losses in the public projects mentioned in the PV-GPG theory,the research constructs the evaluation index system of public project performance loss from seven dimensions,and determines each indicator through the analytic hierarchy process.And the weight coefficient of the dimension,and the performance loss test based on the first-hand project data and data obtained by the research group.Thirdly,combining the types of public participation in each project town and the actual participation and results with the performance loss measurement results,the following conclusions are drawn.Through the introduction of key public engagement,this type of participation can effectively avoid and prevent value deviation performance loss and governance defect performance loss.If the public-sponsored contacts are used effectively,they can evade and prevent value-deviated performance loss and governance-deficient performance loss.Carry out effective and effective citizen surveys,and conduct in-depth analysis and effective use of the survey results to avoid and prevent the loss of value deviation performance.An organized and effective citizen assembly can circumvent and prevent value-deviated performance loss and governance-deficient performance loss.Effective contact with advisory committees and as a partner in public project governance can circumvent governance-deficient performance losses;effective public participation can circumvent,prevent,and reduce public project performance losses to some extent.Therefore,it is recommended that public managers should pay attention to the role of the public in public project governance,and use public participation as a key variable to mitigate conflicts,solve problems,and promote the generation of public project performance.
