Study On The Influencing Factors Of Public Service For Disabled Children In The View Of Public Governance Theory

With the rise of China's economic development and the rise and development of the third sector,as a single public services provider,the government's public services supply model is increasingly difficult to meet the people's growing diversified public service needs.Thus,the importance of multivariate subjects,including governments,markets and the third sector,is becoming increasingly prominent in the field of public services.In the field of public services,children with disabilities having the attributes of children and persons with disabilities,are typical vulnerable groups,they need public services for their survival and development to provide basic protection.Therefore,it is of great theoretical and practical significance to describe the current situation of public services of children with disabilities and to explore the influencing factors of public services of children with disabilities.This paper takes the theory of public governance as the theoretical perspective,chooses the data of the public services of disabled children in Hubei Province in 2014,analyzes the current situation of the public services of disabled children comprehensively and systematically,and summarizes the characteristics of public services of the disabled children.In addition,this paper analyzes the influencing factors of the public services of children with disabilities based on the quantitative data model,taking the government,the third sector and the family as independent variables,evaluates the effectiveness of the government and the third sector in public services,and the compensatory function of the family in the provision of public services.Finally,the countermeasures and suggestions are put forward to improve the efficiency of public services for children with disabilities.The results show that the distribution of basic public services is more balanced and the coverage level is higher.The effectiveness of public services,such as social relief and social insurance,provided by the government is narrowing.The coverage of developmental public services is low,and the distribution has significant urban and rural differences.The public services of children with disabilities has the characteristics of heavy survival and light development.The fitting model of the effectiveness of the public services for the disabled children shows that there is a significant correlation between the cooperation of the government and league,the household registration,the family economic situation and the public services of disabled children.There is no significant correlation between the government's recognition of the identity of disabled children and the public services of children with disabilities.For specific performance,more subjects participate in the public service,the public services efficiency is higher;city variables were negatively correlated with the efficiency of public services;the better family economic conditions,the higher the accessibility of public services.From the government side,we should achieve service concept transformation and upgrading;change the government position,strengthen planning guidance;intergrade the families of children with disabilities out of poverty work into precise poverty alleviation projects,deepen cooperation between departments;and improve the effectiveness of public services for children with disabilities,with rural children as a breakthrough and expanding the benefits of public services.From the third sector side,we should strengthen the public services function of the community(village);optimize the cooperation mechanism with the third sector;and introduce the performance evaluation mechanism,improve the supervision mechanism.In addition,market forces should be introduced to participate in the provision of public services for children with disabilities.
