Study On The Development Of Community Volunteer Service In The Back Street Of Arch Star In Lanzhou City

After the reform and opening up,the society began to transform,the social functions detached from the disintegration of the unit units and the public service functions transferred in the process of the reform of the government institutions were transferred to the community,which eventually made the community an important carrier for the provision of public services to the urban residents.In community building and community governance,community volunteering can not only help community workers to alleviate community conflicts,but also contribute to the harmonious development of the community and create a helping atmosphere.As a result,community volunteering has begun to practice in different forms,types and development paths throughout the country.In recent years,as an important force of social governance Volunteers and voluntary service organizations,has been widely recognized by all sectors of society,by the party and the Government attaches great importance.In recent years,Lanzhou City takes the community as the position,relies on the community to build a group of volunteer service projects and brands with Lanzhou characteristics,constantly upgrade voluntary practice activities,strengthen the social impact of voluntary service activities,promote the normalization,institutionalization and long-term development of volunteerism,and play a positive role in promoting the construction of civilized and harmonious Lanzhou.However,there are still many problems in the development of community volunteering,such as the general lack of funds for community voluntary organizations,the low enthusiasm of residents of the Bailiwick to participate in community volunteering,the relatively single Community volunteer service projects,the lack of positioning of project design,the low degree of standardization of management,and the lack of incentive and safeguard mechanism for volunteers.Based on the above thinking,this paper selects the community as the research object,through data collection,questionnaire survey,interview and so on,studies the present situation of Community volunteer service development in the back street of Chengguan District Arch star in Lanzhou City,expounds the main practice of volunteer service in this community,and after affirming the effect of volunteer service in this community,This paper sums up the problems of the lack of resources of Community volunteer service,the narrow field of Community volunteer service activity,the formalization of Community Volunteer Service Administration,and the low level of community volunteer service,and analyzes the reasons for the above problems from the four dimensions of charity deficiency,speciality,paternalism and amateur doctrine.Finally,drawing on the advanced practical experience of community volunteering in Singapore and Hong Kong,this paper puts forward some countermeasures and suggestions to widen the access of Community volunteer service funds,optimize the allocation of Community volunteer Service resources,clarify the boundary of government responsibility,perfect the incentive and safeguard mechanism,and so on to further improve the volunteer service of urban community.In order to help the participants in the Community volunteer service to recognize the problems existing in volunteerism and actively solve,but also to straighten out the relationship between Lanzhou municipal government and non-governmental organizations to provide ideas to promote the healthy and orderly development of Community voluntary services to provide reference recommendations.
