Under the cyber environment,traditional service trade has evolved a variety of models to provide service with the development of emerging technology.The core to identify the cross-border trade has gradually changed from commercial presence to cross-border supply.As a result,the relevant terms in WTO agreement have been challenged.The principle of Technology Neutrality has opened a door for the emerging technology in the Dispute Settlement of WTO.TPP is a regional free trade agreement raised by the America,which is evaluated as “a new generation,a higher level and beyond the WTO”,its target is to establish a series of multilateral trade agreements accord with openness,comprehensiveness,high quality and high standard.TPP has arisen widely concentration since the negotiation pried.Recently,the content summary of TPP has been published.This article is going to analyze and compare the terms of cross-border service trade,try to provide some suggestions for China about whether it is necessary to participate in TPP and how to face with TPP.Chapter one introduces the types and the features of service trades in cyber environment.Chapter two gives a picture of TPP,including its negotiation process,features and the specific terms of cross-border trade.Chapter three analyzes the relevant terms in WTO and several principles reflected in the Dispute Settlement,and makes a comparison with those in TPP.Chapter four compares TPP with on-going RCEP and TISA to conclude the trend of the market access of regional free trade agreements in the cross-border service trade field.Chapter five discusses the challenges and impacts the TPP brings to China,the subjective and objective reasons that China has not participated in TPP and the suggestions for China to face with the TPP in the future.
