With the in-depth development of electronic information technology and economic globalization,the status and role of e-commerce in foreign trade has become increasingly apparent.In recent years,in the face of the weak economic recovery in the world,the weak domestic demand in developed markets,the prevalence of global trade protectionism,and the downward pressure on the domestic economy,the weakening of traditional foreign trade competitiveness,the rising labor and land costs,etc.The situation is very serious.To this end,the Ministry of Commerce and various relevant departments have issued a series of policies to explore the development of foreign trade through e-commerce platforms,aiming to use the cross-border e-commerce platform to achieve the transformation and upgrading of traditional foreign trade.Since 2010,government departments have successively issued a series of laws and regulations to encourage the development of cross-border e-commerce and explore new paths for foreign trade development.As a pilot city for cross-border e-commerce clusters,Keqiao District has a good geographical position and convenient transportation.It has significant significant opportunities in the development of cross-border e-commerce,and the government is also eager to adopt Cross-Border e-commerce development will transform the current dilemma of traditional foreign trade development and foster new economic growth points in Keqiao District.However,due to the late start of cross-border e-commerce,the government's exploration of cross-border e-commerce The functions in the process of cross-border e-commerce development are still further explored,and the positioning of functions needs to be further clarified.In view of the current situation of cross-border e-commerce development,the author takes the Keqiao District of the city as an example,and combines the Keqiao District Government's series of work after successfully applying for the pilot city of cross-border e-commerce clusters,pointing out that the governm.ent is coordinating,The work done in macro-guidance,public service,market supervision,etc.,and analysis of the current government still has the phenomenon that organizational coordination is not in place,macro-level guidance is not standardized,and the reasons for the problems of government functions are derived from the current situation of the development of government functions in China.Including irrational functional configuration,unsound laws and regulations,and poor management concepts.Through comparative analysis and case analysis,combined with the functions and functions of domestic and foreign governments in the cross-border e-commerce field,the cross-border e-commerce suitable for Keqiao District is proposed from the aspects of macro-control,supervision and management,administrative management and public management.The reasonable proposals for the realization of the functions of the developing government will realize the transformation and upgrading of the foreign trade in Keqiao District and promote the economic development of Keqiao District.
