Since the Eighteenth National Congress of the CPC,the central government has vigorously promoted the transformation of government functions,deepened the requirements of reform,and advocated the implementation of performance management by the government and its functional departments in order to improve the quality and efficiency of the government.Tax departments actively responded to the requirements of the Party Central Committee,actively explored practical performance management and developed organizational performance management software in 2014.At the end of 2015,the State Administration of Taxation implemented a "digital personnel" system for local tax departments nationwide,aiming at improving the process and effect of personal performance management of cadres within the tax system.This paper takes the application of "Digital Personnel" software in personal performance management in N provincial tax system as an example,introduces the operation process and implementation effect of "Digital Personnel" software,summarizes three problems existing in the operation of "Digital Personnel",which are: rigid application method of personal performance results,unsatisfactory performance effect and single performance evaluation method,combined with performance management.Relevant theories of theory and incentive theory,based on case studies,we find that the causes of the above problems lie in three aspects: imperfect performance management model,unscientific incentive mechanism and advanced performance management level;based on case studies,we can put forward four suggestions to improve the performance management of tax system,namely,improving health care incentives and strengthening incentive factors.Optimizing performance indicators scientifically and improving the quality and effectiveness of performance management appraisal.Research shows that in the era of "Internet +",information performance management will be the development trend of performance management."Digital Personnel" is the vivid embodiment of performance management informationization.At the same time,on the basis of the original assessment management system,the government and its functional departments introduce and strengthen the performance management system,which is itself a challenging change,which needs to be continuously explored and improved in practice.The purpose of performance management is to improve the quality and efficiency of organization operation through scientific management concepts."Digital Personnel" is ultimately a technical means.In addition to the use of such technical means as "digital personnel",performance management also needs to conform to the organization's own operating mechanism.
