Since the Eighteenth National Congress of the Communist Party of China,the Party Central Committee with General Secretary Xi at its core has put forward new requirements for comprehensively managing the party and strengthening the construction of the cadre team.Adhere to the holistic,historical,dialectical cadres,pay attention to the important instructional spirit of "permanent performance in peacetime work",and closely integrate the characteristics of the tax department's vertical management and business homogeneity,put forward the concept and thinking of "digital personnel" and manage data Thinking and information technology are fully applied to the daily management of cadres.After the merger of the national and local tax authorities,the Chengdu Municipal Taxation Bureau officially launched "Digital Personnel" on July 1,2019.Strictly speaking,"digital personnel" is divided into two functional modules of personnel management and personal performance management.This article focuses on the relevant content of "digital personnel" personal performance management.In this paper,through in-depth study of theoretical knowledge such as demand level theory,system theory,360-degree performance appraisal method,key performance indicator method,etc.,the use of literature research method,field research method,case study method,using Chengdu Digital Taxation Bureau to implement cadres Personal performance management as a case,introduces and analyzes the specific application of "digital personnel" in personal performance management,and summarizes the possible constraints for the further promotion of "digital personnel" performance management,and proposes suggestions for improvement accordingly.This article is divided into eight chapters.The first chapter expounds the background and research significance of this article,relevant research at home and abroad,related concepts and theories;the second chapter expounds the development history of China's taxation system "digital personnel" and some regions.Explore practical experience;Chapter 3 introduces the general situation of Chengdu Taxation Bureau and the operation status of “Digital Personnel” performance management;Chapter 4,Chapter 5 and Chapter 6 compare the organizational system,evaluation system and result application system.Chengdu Municipal Taxation Bureau's "Digital Personnel" performance management has been analyzed in depth;Chapter VII puts forward suggestions for the improvement of the existing limitations of the Chengdu Taxation Bureau's "Digital Personnel" performance management;Chapter VIII is based on the previous seven chapters."Digital Personnel" performance management is summarized and prospected.Through a case study on the performance management of “Digital Personnel” of Chengdu Taxation Bureau,it can be seen that “Digital Personnel” performance management is in line with the current civil servant team management and cadre incentive related system requirements,and is in line with the development trend of government department performance management,although There are some shortcomings at present,but as long as the relevant supporting system and methods are continuously optimized and improved,it is still worthy of promotion and reference.
