Study On Governance Mode And Operation Mechanism Of Urban Community Public Space

Urban community public space is playing an increasingly important and diversified role in modern urban life.It is an important place for public life,an important way for public participation and an important platform for promoting grassroots democracy.In order to improve the effectiveness of space governance,the application of multiple governance technologies in practice and the participation of multiple subjects including the government,social organizations and residents make the operation of public space diversified and complicated.So what kinds of typical governance patterns exist in current spatial governance,and what is the running mechanism of each pattern to realize effective governance? Based on the problems of fairness and efficiency in the current public space,this paper divides the different governance modes of urban community public space and deeply analyzes the operation mechanism of different governance modes.This paper mainly uses the spatial production theory.From the "space in the production of space production theory,spatial reproduction of" logic,with innovative ideas to extract power structure,resource allocation,rules,norms mechanism of four dimensions of public space governance analysis frame,which divides the power structure as the basis,the governance of public space is divided into the government leading,social organization to promote,residents autonomy three typical governance mode.This paper adopts the method of multi-case study.Three typical public Spaces in two communities were selected as the cases in this study.In community Z,two public Spaces with different governance modes,namely night market and 4:30 classroom,were selected.Meanwhile,public Spaces with different governance modes,namely elderly care service center,were selected in community M.Combined with the theoretical analysis framework,the three cases are analyzed and compared in detail.Through comparative analysis,it is found that there are great differences in the operating mechanisms of the three modes of public space governance: government-led governance,social organization promotion,and reside nt autonomy.In the government-dominated model,the government is at the center of the power structure,and a "bureaucracy network" is formed in the space.The government dominates the allocation of resources in the space,and issues space rules from top to bottom to ensure the implementation of the rules with its administrative authority.Social organization promotion is that social organizations accept the government's authorization to embed public space to exercise governance power and allocate space resources,form "embedded network" in space,and make space rules by interacting with the government and residents,and use social capital to maintain space order.Residents autonomy type mode,as a public space of the governance body,based on "equality" type network space of each participation main body through consultation mechanism for resource configuration and rules formulated,by means of mutual supervision form specification mechanism,ensure the execution of the rules,to maintaining the order of public space and public space production.This paper combines the public space governance with the current social governance innovation background,proposes four important dimensions to describe the public space governance,builds the analysis framework of public space governance,and expands the research perspective of public space governance.At the same time,according to the empirical analysis,it summarizes the operating mechanism of effective governance of the three modes of public space governance,na mely government-led governance,social organization promotion and resident autonomy,which to some extent provides beneficial reference for the practice of public space governance...
