Research On The Reform Of Supervision Institutions In W District From The Perspective Of Integral Governance

Since the Third Plenary Session of the Eleventh Central Committee,China's economic system reform has made remarkable achievements,but the political system reform has been difficult,and administrative management has not kept pace with the pace of economic development,especially the increasingly serious corruption problem,resulting in more and more unfair phenomena.The people are strongly dissatisfied with this and call for anti-corruption.After the Eighteenth National Congress of the CPC,the Central Committee decided to strictly control the Party in an all-round way,intensify anti-corruption efforts,and "fight tigers and flies",punish corruption and eliminate corruption,thus forming a strong deterrent to anti-corruption,but the situation of anti-corruption struggle is still grim and complex.As the main body of anti-corruption,the supervisory organs are strengthening the unified leadership of the Party in anti-corruption work through reform,integrating anti-corruption forces and resources,building an efficient anti-corruption information system,and forming a strong anti-corruption synergy.The idea of public management embodied in the reform of supervisory institutions is just the theory of holistic governance.As the latest paradigm of public management theory,holistic governance theory has become a reference for formulating public policies in China,combining with China's reality,and then realizing the localization of Holistic Governance Theory in practice.This paper chooses the reform of supervisory institutions in W District as the research object,proceeds from the perspective of holistic governance,and according to the connotation of Holistic Governance theory,refines the dimensions of public value objectives,functional integration structure,holistic operation process and information technology tools,and formulates the research framework design.Then,the paper analyses the present situation of the reform of W District's supervision institutions from the aspects of objectives,structure and process.It points out that there are four problems in the reform of supervision institutions in W District,including dislocation of value objectives,incomplete integration of supervision institutions and functions,non-standardization of overall operation procedures,and imperfect mechanism of information sharing and communication.In view of the problems existing in the reform,five optimization countermeasures are put forward,which are taking the public interest as the value goal of the reform,integrating the supervisory organs and functions,perfecting the supervisory supporting system,integrating resources,strengthening anti-corruption cooperation,and constructing a unified and efficient supervisory information platform.
