Research On The Reform Of The Discipline Inspection,Supervision And Audit Merger System Based On Holistic Governance Theory

In this paper,a district in Alashan which audit,discipline inspection and supervision agency offices-big department system reform as an example,analysis the main problems of “Discipline inspection,supervision and audit merger” type reform,combined with the background of big department system reform,the overall governance perspective,from the overall governance system,the trial plan reasonable orientation,constitutional thinking design to put forward the improvement measures.By using the method of comparative analysis,case study method,literature research method,questionnaire survey method,from the aspects of holistic governance theory,audit reasonable orientation,constitutional thinking design,puts forward the holistic governance mechanism,promote reform of the cadre and personnel system,guarantee the independence of audit,improve the legal mechanism and other policy recommendations.The full text is divided into six parts,in the fifth part of the policy Suggestions of constructing holistic governance mechanism,put forward using the technology of electronic processes to promote integrity of supervision process reengineering,and build big data application platform,using the digital,networked,scientific method,is advantageous for the disciplinary inspection,supervision and auditing organs work using big data technology,enhance enforcement supervision,examination and investigation,audit work efficiency,have certain innovation.The idea comes from personal experience,discipline inspection,supervision and auditing “offices” belongs to the innovation of the system reform mode,the research object itself is innovative;this paper also belongs to the new category,some other province town,also in the pilot area,the operation results in the exploration and try to stage,just through research,in-depth understanding of the running effect of the pilot areas,from the similarities and differences in the problems found and reference highlights,in order to provide reference for the reform of the inspection.
