Research On Improving Ability To Guide Network Public Opinion Of Local Leading Cadres

This article takes the local leading cadre network's public opinion guidance ability as the research object,and takes the countermeasures to improve the local public cadre's network public opinion guidance ability as the foothold.Adhere to the dialectical materialism and historical materialism as the fundamental methodological guidance,and comprehensively use the literature research method,the case study method,the comparative research method,etc.to carry out specific research.On the basis of grasping the current situation of local leading cadres' network public opinion,it reveals the problems existing by local leading cadres in guiding the network public opinion,and systematically analyzes the causes of problems,and then puts forward some suggestions for local leading cadres to improve the network public opinion guiding ability.This paper believes that since the 18 th National Congress of the Communist Party of China,most local leading cadres have been able to actively learn network knowledge and apply it to practice.While improving media literacy,they have also improved the level of network governance and promoted the modernization of state governance capabilities.It reflects the spirit of the current local leading cadres who work hard,do what they do,and face difficulties.However,there are still some local leading cadres who have some problems in guiding the network public opinion incidents.This paper elaborates on three aspects: lack of motivation,lack of ability,and lack of responsibility.On these issues,the author analyzes the reasons from the perspectives of leading cadres themselves and externally,and believes that the current promotion of local cadres' network public opinion guidance ability should focus on five aspects: one is to adhere to the guiding principle of network public opinion;the second is to grasp the network The law of lyric communication;the third is to enhance the network sensation guiding concept and media literacy of local leading cadres;the fourth is to strengthen the management of Internet construction;the fifth is to establish and improve the institutional mechanism of network public opinion.In turn,the local leading cadres' network sensational guidance ability has been effectively improved,the local leading cadres' ruling ability and level have been promoted,and the state's governance capacity has been modernized.
