Since the legislative law of China was amended in 2015,municipal power organs and administrative organs divided into districts have been endowed with local legislative power,which is limited to urban and rural construction and management,environmental protection,historical and cultural protection and other aspects.During this period,both the legislative practice of district cities nationwide and the relevant research on the legislation of district cities have made rapid progress and achieved considerable results.However,the author has noticed that the uneven quality of the legislative texts of cities divided into districts in China has had a negative impact on the process of legalization in China,and the establishment of evaluation standards for the legislative texts of cities divided into districts is urgent to some extent,which is the main purpose of the author's research directionThe research of this paper is based on the domestic and foreign theories about local legislation and legislation of divided districts,and also involves some relevant contents of legislative evaluation.It is believed that the research results obtained in this paper can also contribute to enriching and improving the structure and content of relevant fields.In addition to the theoretical basis,the author also took the legislative texts issued by cities divided into districts as the main research samples for practical analysis and research,focusing on the representative problem of large probability "draw a conclusion from three".The ultimate purpose of establishing the evaluation standard of text quality is to avoid or solve the quality problems that may occur in the legislative practice.Therefore,the role of practice is particularly important.The core content of establishing the quality evaluation standard of the legislative text of divided districts is to establish the index content and classification of the evaluation standard.Based on many academic viewpoints,the author draws the conclusion that technical standards should be the core of the quality evaluation standards of municipal legislative texts divided into districts,while other standards can exist as sub-standards or secondary indicators of technical standards.This depends on the one hand,the research object of this paper is divided into districts,the text of legislation quality,technical in text in terms of quality has a decisive role,on the other hand also because of the purpose of this study is to establish a system of evaluation criteria,"measurable" and "standardization" is a problem of application level had to be taken into account,and technical the most able to meet this purpose.In the process of establishing specific evaluation criteria,we should further explain the technical criteria.The content of the legislative text should be technical,with operability and characteristics as indicators.In the post-legislative evaluation that does not include the evaluation of the implementation effect of legislation,operability is mainly reflected in whether the specific measures of the legislative content are detailed and specific.The form of legislation should be technical,including the standardization of legislative style,conciseness,and the standardized use of French and French.At the same time,in the evaluation standard,it is very important to pay attention to the legislative refinement guidance.The author believes that the so-called refinement may be different in different legislative situations,so it is difficult to clearly define what is "fine" and what is "not fine" in the establishment of standards.However,this does not affect the core status of legislative refinement in the quality evaluation standards of legislative texts in cities divided into districts.
