High quality of the law is the premise of good governance.Separate regulations as the important legislation content of national autonomous areas,is a unique part in Chinese legislation system,is an important form of the exercise of autonomy of national autonomous areas.How to ensure the local ethnic legislation more scientific,to develop high quality special decree,effectively solve the problems of the ethnic minority autonomous areas,promote the development of local society,is an important issue in separate regulations legislation work.Separate regulations is an important part of the national autonomous local legislation,to evaluate its quality,and analyzes the existing problems and to improve the quality of legislation of ethnic autonomous areas.Separate regulations legislation quality evaluation should be adaptive,legitimacy,interoperability,and autonomy in four aspects,in the legislation of special decree quality.Xishuangbanna dail minority autonomous prefecture of separate regulations formulated early,has formulated the 14 separate regulations,and the wide coverage of the content,more complete area belongs to the special legislation.In Xishuangbanna dai minority autonomous prefecture,separate regulations after evaluate the quality of legislation,found that the existence of legislation can not meet the needs of social development and lack of legitimacy,the lack of interoperability,not considered national legislation and implementation of such problems as lack of oversight of separate regulations.The legislative quality is the vitality of separate regulations,to solve the existing problems in the legislative quality,to ensure that its role into full play.Of Xishuangbanna dai minority autonomous prefecture,separate regulations legislation quality problem analysis,found in Xishuangbanna dai minority autonomous prefecture,separate regulations legislation reason for low quality mainly include legislation is not timely,not enough accurate,repeated legislation,legislation resources concentrated,legislation shortcomings and grasp the nature of autonomy is not clear.On this basis,this article specifically from the legislative technology,the understanding of the legislative process,the nature of the autonomy,and so on,puts forward the suggestions to improve the quality of Xishuangbanna dai minority autonomous prefecture's separate regulations,thought to improve the quality of special legislation.
