Research On The Formation Of Collective Action Under The Vision Of Community Micro Governance

Micro-governance is an innovation based on Chinese practice.In the dual community governance dilemma of over-administration and immature socialization,in the face of increasingly diversified and complicated community governance problems,the micro-governance formed in the practice provides an available choice.Microgovernance has achieved remarkable results in integrating governance resources and mobilizing community collective action.It is of great significance to explore the formation logic of collective action and its mobilization advantage in community governance,especially for the innovation of social governance practice and the promotion of capacity and level in communities governance.Under the enlightenment of structural functionalism paradigm and structural evolution theory in institutional economics,the framework of "Structure-ProcessAbility" analysis is constructed.Applying the case study method,this paper analyzed and summarized the practice situation of Liangzhu New Town community.The governance structure of Liangzhu New Town Community has formed the multidimensional collaborative governance subjects,including the party,neighborhood committee,owners' committee,community foundation,real estate developer,property company,and so on.In the process of governance,through the operation of “microorganization”,“micro-platform”,“micro-will” and “micro-project”,the internal driving of collective action is formed.In terms of capacity,the cultivation of social capital by community public space,the promotion of culture to identity,the application of the "three-in-one integration" model,the synergy of multiple governance resources and the means of technological empowerment,have effectively improved the ability of community governance.In the logical formation of collective action of microgovernance,the structure plays a role of “configuration” of behavior and ability,and the process forms the basis of mobilization,and the ability provides an effective drive.Micro-governance has strengthened autonomy and mobilized collective action,but it also has its limitations.They are the structural conflict of governance role,the sustainability crisis of governance process,and the institutional limitation of governance capability.In the corresponding optimization strategy,for the structure,adhere to the guidance of party building to realize “joint construction,common governance and sharing”,and clearly define the role of the governance subjects,especially the government.For the process,there have to be a normalized elite cultivation mechanism,a normalized mechanism of volunteer service,and the seeking of growth point and development vitality of micro-governance.For the capacity,improve the macro-level of micro-governance,build a linkage mechanism of microgovernance,clarify the powers and responsibilities of the subjects,and form a connection with urban planning and governance,etc.As an effective path to solve the current "last mile" problem of grassroots public services,micro-governance has important inspirational significance for community governance.
