Research On Internet Collective Action Governance From The Perspective Of Meta-Governance

Strengthening the study of internet collective action is urgently needed.With the rapid development of the internet in China,internet collective action is taking place frequently,which is certain to have a far-reaching political and social impact.The D8 Expedition is a typical case of internet collective action.Upon analyzing the case,the conclusion can be reached that meta-govemance is the only way to achieve good governance of internet collective action.On the theoretical basis of meta-governance theory,western social movement theory and evolutionary game theory,this dissertation uses research methods such as case analysis,literature analysis,virtual ethnography and unstructured interviews.Firstly,this dissertation defines the concept and characteristics of internet collective action.This dissertation makes a clear genealogy of the dominant concept of"network group events"in academic circles,strips out the concept of"internet collective action",defines it clearly and summarizes its characteristics.Secondly,the general situation of D8 and the D8 Expedition is introduced.This dissertation reviews the development process of D8 since its establishment in 2004,from the"neihan"(irony)sub-culture stage,as well as the"diaosi"sub-culture stage,to the"positive energy"guidance stage,introducing Baoba actions and the D8 Expedition.In particular,this dissertation highlights the D8 FB Expedition that occurred in early 2016,in which hundreds of thousands of mainland netizens flooded the Facebook page of Tsai Ing-wen,the chairman of the Democratic Progressive Party.SET News,Apple Daily and others.Thirdly,the dilemma of internet collective action governance is analyzed.In terms of bureaucracy governance,this dissertation analyzes structural challenges from recessive network self organizations,network remodeling,virtual space mobilization and self media development,and also analyzes internal tensions in the pressure maintenance system.Additionally,the interests and disadvantages of internet collective action for internet enterprises in terms of market governance are analyzed.Market governance is unable to achieve the objective of good governance.In network governance,the model of polycentric governance falls into practical anomalies while consultation mechanisms face potential challenges.Faced with internet collective action,all of them will fail.Finally,the meta-governance strategies of internet collective action are put forward.The value of meta-governance to internet collective action governance is proved.The meta-governor should coordinate bureaucracy governance,market governance and network governance.It is pointed out that the meta-governor should pursue a"win-win-win"vision among the government,internet enterprises and netizens in order to achieve good governance.The possibility of its realization is demonstrated.For this,specific suggestions are put forward.In bureaucratic governance,the government should shift the functions of its role.In market governance,constraint and incentive mechanism should work hand in hand.With regard to network governance,magnanimity,guidance and coordination are stressed.It is proposed to establish a government-led and collaborative governance institution that emphasizes the participation of multi agents.In order to minimize the risk of failure,in terms of elasticity,politicians should constantly strengthen the foundation of national legitimacy.In terms of rigidity,they should constantly strengthen the construction of the rule of law.The innovation points of the research lie in the following areas.Firstly,it is early in academic circles that we put forward the meta-governance policy of internet collective action clearly and systematically.Secondly,the genealogy of the so-called network group events has been divided.Thirdly,far more detailed information on D8 and the D8 Expedition is provided.Fourthly,it is combined with cross-subject research including evolutionary game theory studies.The disadvantages lie in that many problems discussed in this article only scratches the surface,and micro-policy designs are lacking.
