| Residents’ self-governance is the direction of the innovative practice of community governance in China in the new era.At present,there are problems such as the administrativeisation of self-governance organisations,the atomisation of self-governance subjects and the marginalisation of self-governance activities,which seriously affect the function of community self-governance.Under the trend of precision and refinement of grassroots governance,community micro-governance has come into being.Microgovernance takes the community as the field and strengthens the role of residents as the main body of grassroots governance,advocating the initiative of community residents in the governance of public "micro affairs" in the community.It activates the endogenous mechanism of the community through consultation with multiple autonomous organisations,sinking community self-governance units and expanding the space for community selfgovernance,effectively enhancing the capacity of community self-governance and providing a new way of thinking to escape the current plight of residents’ self-governance.Among the existing studies on residents’ self-governance,the "process-action"perspective focuses on residents’ self-action elements,consultation on the formulation of action processes,and multiple assistance in the implementation of processes to help microgovernance practice."Based on this perspective,the study explores how residents’ selfgovernance is realised and how it manifests itself in practice,which helps to bring into play the powerful effects of micro-governance.The study finds that,under the guidance of the "process-action" perspective and its analytical framework,residents’ needs can be accurately identified through the cultivation of community elites;the establishment of a consultation and deliberation platform to communicate the process of action,including the sinking of self-government units to provide organisational protection for residents,the improvement of the This includes sinking self-governance units to provide organisational security for residents,improving the self-governance group system to regulate residents’ actions,cultivating a self-governance culture to strengthen incentives for self-governance,carrying out self-governance projects to link resources,and party building to promote multi-faceted interaction. |
