Study On Audit Of Forest Resources Assets Of Outgoing Cadres In A City

The audit of nature resource assets of outgoing cadres in A city isn't a special accountability audit but also a special resource environment audit.This is a new audit work carried out in China in recent years.Based on the actual development in China and for strengthening the construction of ecological civilization,The CPC central committee puts forward to carry out the audit of natural resource assets of outgoing cadres after 18 th CPC National Congress.This is a major innovation in the auditing system of socialism with Chinese characteristics.This paper is on the basis of consulting related literature and a trial audit practice of forest resource assets of outgoing cadres in A city.First of all,starting from stating the relevant concepts and theories of the audit of natural resource assets of outgoing cadres,the paper clearly defines the important terms in this audit work and then introduces four basic features: audit subjects,audit targets,audit contents and audit object range.Secondly,in this paper,we choose an important kind of natural resource assets,forest resource asset to carry out the study.We use Analytic Hierarchy Process to set index weight and use Wall Marking Way to make an evaluation,trying to build an audit evaluation system suitable for the audit of forest resource assets of the outgoing cadres in A city and then compare with the audit report results.Finally,the paper points out the deficiencies and problems in the audit of forest resource assets of outgoing cadres in A city and puts forward solutions and suggestions,hoping for in the future when A city fully carries out the audit of natural resource assets of outgoing cadres,especially carrying out the audit of forest assets of outgoing cadres,the results of this paper and its constructing forest index evaluation system will provide useful help for this work.
