Since the 18 th congress,with comrade Xi Jinping as the core,the CPC Central Committee has insisted on fighting corruption with no limits,full coverage and zero tolerance.The target of not being corrupt is preliminarily realized,the anti-corruption institutional system is getting stronger,the idea of not willing to corrupt is being formed.The report of 19 th National Congress of the CPC points out that the struggle against corruption remains grim and complex,and the determination to consolidate the overwhelming momentum must be rock solid to seize the overwhelming victory.Only by relying on persistent determination,strengthening the restriction and supervision of the operation of power,scouting the causes of the problem,so as to jump out of the law of history.In this way,the public officials to be selfless,the government departments are honest,and political atmosphere is clean.The discipline inspection organ is the special responsibility department in the inner party supervision.The discipline inspection department conscientiously fulfill the supervision responsibility,which is the realistic requirement to resolutely curb the spread of corruption.Vertical management is a management mode widely adopted by all governments.It refers to the direct management of local functional departments by central ministries or ministries,which not only controls "power" but also "people,money and goods".The main purpose of vertical management of local governments is to incentive the independence of personnel and finance,encourage functional departments to carry out their superiors' policies,strengthen the authority of supervision and law enforcement,and improve work efficiency.There is a tendency to strengthen the vertical management mode in the administrative law enforcement department of local government.The discipline inspection organizations of vertical management organs are not only subject to the leadership of the dispatched offices,but also by the business management of the discipline inspection departments at the higher level.Meanwhile,their personnel,property and goods are subject to the management and restriction of the party organizations in the departments.It has a characteristic distinctiveness in its management and work mechanism.Tianjin S bureau belongs to the typical vertical management mode of local government.Through literature analysis,questionnaire survey,interview survey and other research methods,this paper analyzes the leading mechanism and operation situation of Tianjin S Bureau Discipline Inspection Department.The work mechanism of the discipline inspection department of S Bureau,which is broadly representative in the disciplinary inspection department of vertical management organ.To summarize the work problems of discipline inspection agency of Tianjin S Bureau,analyze the causes of the problems,to refine the applicable work experience,put forward the feasible improvement measures which can be widely used.It is great importance to improve the working quality and efficiency,strengthen inner-party supervision,consolidate the overwhelming momentum of the anti-corruption struggle,promote the deep development of the party vigorously.
