Research On The Current Situation And Promotion Strategy Of Technological Anti-corruption Under The Background Of The Reform Of Discipline Inspection And Supervision System

Since the 18 th National Congress of the Communist Party of China,under the new situation of overall strict administration of the party,the discipline inspection and supervision organs have continuously deepened the system and institutional reform,providing new institutional support for the construction of the party’s style of work and the fight against corruption,and China’s corruption governance has entered a new historical stage.For the current governance of corruption in China,institutional reform is an important influence,and the factors of social change can not be ignored.In today’s world,with the rapid development of scientific and technological innovation,digitalization,networking and intelligence,corruption is more hidden and difficult to investigate under the cover of high technology,the desire of the public to participate in corruption governance is stronger and the way is more convenient,the information society puts forward new requirements for the work of discipline inspection and supervision organs,and technological anti-corruption has become an important way of corruption governance.This paper starts with the development history of technological anti-corruption,introduces the practical application of technological anti-corruption in corruption control,and compares the technological anti-corruption of discipline inspection and supervision organs before and after the reform of discipline inspection and supervision system.Take W city as an example,this paper investigates the construction of technological anti-corruption in discipline inspection and supervision organs in the aspects of work planning,system construction,organization,team construction,hardware foundation and so on,as well as the current operation mechanism and achievements of technological anti-corruption such as system construction,software development,network propaganda,information inquiry andauxiliary research and judgment.Based on the investigation of the current situation,a semi-structured interview method was adopted,and 12 people including the professional staff of discipline inspection and supervision organs,the information-based managers and experts in related fields were invited for in-depth interviews,sorting out and summarizing the difficulties and major problems faced by the discipline inspection and supervision organs in the technological anti-corruption,it includes inconsistence of thought and cognition,immaturity of theory research,unsound management system and working mechanism,ununified standard of system construction,shortage of professional and technical personnel,weak matching of technology and business,potential risk of network security and so on.In view of these problems,this paper uses for reference the relevant fields and local practical experiences such as "information-guided investigation","intelligent inspection","big data supervision",etc.,puts forward four policy suggestions: establishing the correct concept of technological anti-corruption,promoting the deep integration of technology and business,strengthening the integration of basic elements,and perfecting the key working mechanism.
