Research On Government Behavior Of Bank Supervision In Wenzhou City

In recent years,with the slowdown of China's economic growth,all kinds of hidden financial risks gradually become apparent,regional financial risks occur frequently,and local banking supervision is also increasingly highly valued by government departments and academia.How to effectively improve the level of banking supervision of provincial(municipal)governments,give full play to the positive role of banking financial institutions in local economy,and effectively prevent and control the occurrence of local potential financial risks has always been an important subject in the regulatory field.In 2012,the state council established wenzhou financial reform pilot zone.This paper hopes to analyze the existing problems and put forward effective countermeasures and Suggestions by studying the government behaviors in the bank supervision in wenzhou,so as to form cases for other local governments to learn from and improve the supervision efficiency of local governments.The purpose of this paper is to improve the effectiveness of local governments in banking supervision,prevent the occurrence of financial risks in the banking industry,and clarify what role local governments should play in banking supervision to achieve effective supervision.Starting from the perspective of local government,this paper starts from the concept and connotation of bank supervision and government behavior to systematically explain the theoretical basis of bank supervision.Then,combined with the development history of bank supervision in wenzhou,this paper analyzes the government's behaviors in bank supervision in wenzhou from the perspectives of market access,capital supervision,risk rating and supervision and inspection.Then,based on the analysis of the government's behavior in the banking supervision of wenzhou city,the main problems existing in the banking supervision of local governments are analyzed in detail by means of literature analysis,normative analysis and empirical analysis through the collection of working data.Finally,according to the actual situation,the problems existing in the government's participation in bank supervision are taken as the research object,and the Suggestions and countermeasures with reference significance are put forward.In view of the current situation of bank supervision in wenzhou,this paper argues that the local government still needs to improve the following points in bank supervision: first,clarify the regulatory boundary and standardize the market supervision.Including clarifying the boundaries of government supervision over Banks and standardizing the market supervision system;Second,we will improve oversight and law enforcement mechanisms.Including the addition and revision of existing laws and regulations,strengthening the construction of supervision and law enforcement mechanism,and joint efforts of compliance supervision and risk supervision;Third,we will improve the quality and effectiveness of supervision and inspection and intensify risk punishment.Including optimizing the supervision and inspection content and process,promoting the disclosure of regulatory information,improving the accountability mechanism and strengthening joint punishment;Fourth,establish and improve regulatory coordination and communication mechanism.Including the establishment of information sharing mechanism,scientific division of regulatory functions,the establishment of diverse coordination mechanism.
