Study On The Recording System Of The Whole Process Of Administrative Law Enforcement

In the decision of the CPC central committee on several major issues concerning comprehensively advancing the rule of law made at the fourth plenary session of the 18 th CPC central committee,it was proposed to "establish a system for recording the whole process of law enforcement,strictly implement the legal review system for major law enforcement decisions,and implement the system of publicity of administrative law enforcement".Through the literature review in the context of the current research data,study of administrative law enforcement process records system are mainly concentrated in record the connotation,the applicable scope of the law enforcement process,record forms,etc.,in academic circles have not unified on the system design of path,government departments at the practice level also in pilot process of exploration.The health supervision institute of jiangsu province was listed by the state council in January 2017 as one of the 32 pilot units nationwide to undertake the pilot work of the whole-process record system for law enforcement.Lianyungang health supervision institute is the only cooperative unit in northern jiangsu province to participate in the pilot work of the whole process record system of law enforcement,exploring the construction and implementation of the whole process record system of municipal health administration law enforcement.This paper reviews the theoretical and practical development of risk regulation and the whole process of law enforcement record system by using the method of literature research,and expounds the connotation,form and theoretical basis of the whole process of administrative law enforcement record system.This paper introduces the working experience of lianyungang city health supervision institute in the implementation of the administrative law enforcement record system.Through the introduction of the work experience of lianyungang health supervision institute in the establishment of the whole process record system of administrative law enforcement and the support of software and hardware equipment,this paper presents the measures taken by the institution in the implementation of the whole process record system of administrative law enforcement.Lianyungang municipal health supervision institute has accumulated certain working experience in the implementation of the whole-process record system of administrative law enforcement,and its system design,equipment configuration,training and support are worth learning.By using the research method of questionnaire,the whole process of law enforcement record system of lianyungang city health supervision institute is evaluated by more than 20 items of the whole process of law enforcement record system.Based on the statistics of more than 110 investigation samples from 8 health supervision institutions in the city,the difficulty coefficient of 20 major whole-process record system of law enforcement was determined,and the variance analysis of health supervision institutions at the municipal and county levels in the implementation of this system was carried out.The analysis shows that the implementation degree of this system is different in lianyungang city.The data analysis results of the investigation can be used as a reference for the evaluation of the implementation effect of the whole-process administrative law enforcement record system of lianyungang municipal health supervision institute,and provide a basis for the improvement and implementation of the follow-up work.As a new management system,the legitimacy of the law enforcement process record system for administrative law enforcement work,standardized,and standardization has important significance for statistical analysis of questionnaire data as a result,the process of health administrative law enforcement in lianyungang record system implementation in the form a complete set of system security,data management and business knowledge training,process remains to improve and optimize the resources utilization of space.In this paper,after the above research and investigation,the optimization Suggestions of the whole process of administrative law enforcement record system are obtained for reference and implementation.
