Research On The Construction Of The System For Recording The Entire Process Of Law Enforcement In Xindu District Tax Bureau

Administrative law enforcement is an important way for administrative organs to perform government functions and manage social and economic affairs.In the 13 th Five-Year Plan,the central government clearly proposed to fully establishing the Provincial Leading Group for Comprehensively Implementing the Public Notice System for Administrative Law Enforcement,the System for Recording the Entire Process of Law Enforcement and the System of the Legal Review of Major Law Enforcement.As one of the three systems in the construction of the rule of law,the System for Recording the Entire Process of Law Enforcement is of great significance to safeguarding the interests of the people,standardizing the legal environment,and enhancing the credibility of the government.However,there are many administrative law enforcement matters,and the law enforcement situation is complicated,and the construction of the System for Recording the Entire Process of Law Enforcement is also facing many problems.This paper analyzes the current situation of the construction of the System for Recording the Entire Process of Law Enforcement of Xindu District Taxation Bureau,summarizes the problems and causes of the construction of the System for Recording the Entire Process of Law Enforcement of Xindu District Taxation Bureau,and proposes optimization countermeasures.This paper analyzes the measures,effects and problems recorded by the Xindu District Taxation Bureau in the whole process of law enforcement through literature research,empirical research and survey research.In recent years,the Xindu District Taxation Bureau has vigorously developed a mobile smart platform with platform construction as the starting point,and has achieved certain results in law enforcement records,process sorting,and file management.However,it also faces the problems of imperfect platform construction,incomplete process sorting,inconsistent law enforcement records,and low professional quality of law enforcement personnel.In response to these problems,based on the theory of procedural justice and the theory of government process reengineering,this paper analyzes the problems and puts forward countermeasures and suggestions from three aspects: system construction,system implementation,and cognitive construction.,put forward suggestions to improve the system construction and institutional setup from the perspective of policies and procedures,strengthen the risk management and informatization construction of the law enforcement record platform in the implementation of the system,strengthen the internal and external cognition assessment implementation,personnel training and external supervision.Finally,the efficiency and quality of the whole process of tax law enforcement records should be effectively improved,and the system of recording the whole process of law enforcement should be improved.
