Research On Collaborative Governance Path Between Government And Social Organization In NIMBY Conflicts

Along with the continuous strengthening of citizens' rights awareness,the continuous improvement in citizens' own security demands,and the increasing methods of social information dissemination,NIMBY conflicts are increasingly appearing in people's field of vision.NIMBY conflicts have a considerable negative impact on the stability and development of society,covering everything from rational petition and protest to parade demonstrations and even violence activities.As an important force to solve the NIMBY conflicts,the government is in a dominant position in the process of avoiding conflicts.However,the government's single governance model has its limitations,and social organizations,as important participants in social governance,have a unique role.Therefore,it is more conducive to properly solve the NIMBY conflicts by cooperating with social organizations and the government to carry out the collaborative governance models.This is not only a new way to deal with NIMBY conflicts,but also an important manifestation of the government's reform of social governance and the improvement in the modernizing China's governance system and capacity for governance.This paper analyzes the current situation of collaborative governance of NIMBY conflicts in Chinese government and social organizations,and discusses the problems of collaborative governance.The article explores in detail for five aspects: the government is too dominant,the social organization lacks support at the level of authorize and status,the coordination and communication between the participants is not smooth,the social organization's position is biased,and the social organization's participation consciousness and ability are insufficient.And explain the reasons based on relevant theories and realities.Furthermore,the analysis of the practical experience of collaborative governance of NIMBY conflicts in the UK,Japan and Taiwan area of China provides useful experience for China to improve its collaborative governance capabilities.Finally,according to the specific development of China's society,the specific optimization path is summarized,including the government's cultivation and development of the collaborative governance system with social organizations,the government's improvement of the legal and institutional guarantees for social organizations,the long-term synergy between the government and social organizations,the further strengthen the supervision of social organizations,and strengthen the collaborative governance capacity building of social organizations.In order to improve the collaborative governance ability of the government and social organizations,the collaborative governance mechanism of the government and social organizations in NIMBY conflicts is more perfect.
