Study On The Collaborative Governance Mecchanism Of The "NIMBY" In The Garbage Disposal Plant Of Nanning City

With the development of economy and the acceleration of urbanization, it was proposed to improve the urban management capacity and set up the corresponding public infrastructure immediately. At the same time, people with enhanced environmental awareness and self-interest protection awareness don not want the public infrastructure which is negative externality to be constructed in "their backyard", and the conflict caused by the public infrastructure like garbage disposal plant with "Not-In-My-Back-Yard" is increasing. How to face and deal with this problem has became a hard task of the theoretical practice in China. However, the previous researches mainly concerned about the government only, ignoring the multiple subjects in the collaborative management of "NIMBY", especially the subjects like governance process and governance methods.Taking the example of the "NIMBY" in Nanning’s garbage disposal plant, this paper takes collaborative management theory as analytical framework and analyze the management mechanisms from governance subject, progress and methods. Result shows:"NIMBY" usually expresses as the antipathy and mass protests when residents face the public infrastructure with negative externality nearby. "NIMBY" in Nanning’s garbage disposal plant is no exception. Although the current government mandatory governance has made some achievements, it still exists some problems, including the singleness of the governance subject, the absence of public participation, the mandatory of governance progress, the lack of collaborative interaction with stakeholders, the passivism and hysteresis of governance interference and the immaturity of the interest compensation mechanism. The reasons could be outmoded governance concept, the immaturity of laws and regulations, the imperfect of public participation mechanism and the absence of institutionalized program. To settle the problems, several measures should be taken, including improving the collaborative governance subject by diversifying the governance subject, promoting the collaborative governance progress by encouraging public participation, perfecting the interest compensation mechanism and completing the risk management mechanism. The research results could enrich the theoretical research of "NIMBY" governance and give practical suggestions to govern the "NIMBY".
